Shift Operations Manager
Government - Facilities Los Alamos , New Mexico Contract Aug 26, 2025

CEIS | Government is seeking an experienced and safety-driven Shift Operations Manager to support round-the-clock operations in high-hazard decommissioning and remediation environments, including facilities involving VX chemical weapon demilitarization or comparable nuclear/chemical processes. The selected candidate will serve as a frontline operational leader, managing multidisciplinary shift teams and executing complex work plans under DOE/NNSA conduct-based systems.

This is a critical, hands-on leadership role requiring in-depth knowledge of high-hazard facility operations, emergency protocols, and experience coordinating across engineering, maintenance, EHS, and regulatory functions. The candidate must bring deep familiarity with Conduct of Operations (CoO), Integrated Work Control (IWC), and emergency response protocols, with the ability to make real-time decisions in dynamic, high-stakes environments.

Key Responsibilities

Lead shift teams responsible for facility operations, maintenance, or decommissioning activities during assigned shifts, including off-normal hours or rotating schedules.

Implement and enforce Conduct of Operations (CoO) and safety authorization basis compliance for high-hazard systems and critical procedures.

Oversee execution of approved work packages, job hazard analyses, and lockout/tagout activities.

Monitor field conditions, provide operational guidance, and serve as the point-of-contact for shift coordination, status reporting, and incident response.

Communicate and escalate emergent issues, abnormal conditions, or safety concerns to senior leadership in accordance with DOE/NNSA protocols.

Participate in readiness reviews, operations turnover, control room briefings, and shift logs to ensure consistent and traceable communication.

Coordinate with engineering, maintenance, safety, and project management teams to align shift work with project milestones and risk mitigation measures.

Support post-incident investigations, root cause analysis, and continuous improvement actions.

Required Qualifications

Bachelor’s degree in engineering, science, operations management, or equivalent military/technical training.

5–10+ years of experience supporting shift operations in chemical weapons decommissioning, nuclear facilities, or other high-hazard environments.

Active DOE Q Clearance required.

Proven experience with Conduct of Operations, LOTO, emergency response, and work planning & control systems.

Familiarity with facility authorization basis, risk assessments, and hazardous energy controls.

Strong communication, team leadership, and decision-making skills under pressure.

Demonstrated ability to lead technically diverse teams and oversee work execution under tight procedural controls.

Preferred Qualifications

Experience supporting VX or other chemical agent demilitarization programs (e.g., PCD, BGCAPP, PCAPP).

Training or certifications in:

Incident Command / Emergency Management

High Hazard Operations

LOTO/Confined Space/Respiratory Protection

Experience interfacing with federal customers such as DOE, NNSA, DOD, or regulatory bodies.

Prior military leadership roles or equivalent command-level experience in shift or plant operations.
