Position: Subcontract Technical Representative 3 (Shiftwork Weekends)

What You Will Do

The Subcontract Technical Representative (STR) 3 is responsible for managing construction, maintenance, or site services subcontracts from conception to closeout for the Los Alamos National Laboratory (LANL). Implementation follows Acquisition Services Management Division and Maintenance and Site Services Division policies, overseeing performance in accordance with DOE, Laboratory, and site‑specific requirements. Mentors STRs 1 & 2 in subcontract management and provides support to more experienced STRs for Laboratory subcontracts.

The STR is the point of contact for all technical aspects of moderate or high‑hazard work and oversees subcontractor performance on safety, security, and quality. The STR does not authorize commitments on behalf of LANL or alter subcontract terms, but ensures subcontractor adherence, prevents failure, reduces misdirection, and provides guidance to avoid rework and compliance risk. STRs work closely with contractor project managers to support successful contract execution.

STRs must be willing and able to work flexible schedules. Assignments may require evening, night shift, and shifts outside the normal 6:00 AM–5:30 PM workday for substantial and indefinite periods.

Minimum

Job Requirements
  • Experience in developing and administering construction or similar subcontracts, including pre‑qualification, RFP development, scope definition, bid receipt and evaluation, award, performance monitoring, change order management, claim resolution, and close‑out.
  • Working knowledge of complex multi‑tiered organizational structures in construction, manufacturing, or similar efforts.
  • Experience with construction projects involving civil, structural, architectural, HVAC, exhaust, auxiliary, fire alarm, control systems, automation, and electrical distribution systems.
  • Knowledge of government regulations affecting facility subcontract management or equivalent private‑sector knowledge.
  • Leadership skills, including oral and written report preparation and presentation.
  • Experience executing safe, secure, and quality construction projects across multiple disciplines.
  • Ability to set, achieve, and execute performance goals as a self‑directed employee and team leader.
  • Participation in the career development and mentoring of less experienced colleagues.
  • Knowledge of subcontract policies and procedures, both inside and outside LANL, and how they flow down to subcontractors and sub‑tiers.
Technical Leadership
  • Ability to oversee several diverse multi‑disciplined projects simultaneously.
  • Success leading construction execution on multiple subcontract vehicles including build, design‑build, environmental, and renovation projects; multiple projects preferred.
Technical Excellence
  • Knowledge of construction oversight disciplines such as Field Engineering, Superintendent, Construction Management, Project Management, Environmental, Waste Management, Safety, Quality, or Procurement across preconstruction to close‑out.
  • Familiarity with Standard Work Process Procedures at LANL, DOE Complex facilities, or other 24/7 multi‑system operational facilities (oil refineries, data centers, chemical plants, pharmaceutical facilities, hospitals), including outages, permitting, testing, & inspections.
  • Understanding of TRIAD construction management roles and responsibilities within LANL Technical Areas and similar facilities outside LANL.
  • Experience with NQA‑1 compliant subcontract execution.
  • Experience with system or component functional testing and acceptance through commissioning or similar processes.
Communication
  • Interpersonal, oral, and written communication skills, interacting with Integrated Project Team members and external agencies; ability to produce reports ensuring schedule, cost, and key performance indicators are met.
Education
  • Bachelor’s degree in engineering, construction, contracts law, or another applicable discipline, plus 8 years of directly related experience, or an equivalent combination of education and experience including specialized contract‑management courses.
Desired Skills
