SMSI, LLC seeks Construction Managers / Project Managers responsible for the successful completion of all activities related to the execution of assigned Los Alamos National Laboratory (LANL) construction projects. The role demands a strong on‑site presence and a focus on safety, security, and compliance with all applicable regulations.

Responsibilities
  • Plan, organize, coordinate, and manage project activities of assigned projects.
  • Provide direction to project teams and/or group leaders to achieve project‑related activities.
  • Monitor project performance against budget, overall progress against schedule, identify deviations from the project plan, and implement corrective action(s).
  • Administer project personnel, assign key project positions, and approve appointment of others.
  • Review and approve project budgets and schedules.
  • Assess project construction estimates, budgets, forecasts, schedules, and costs for acceptability, and review specifications and drawings for economic constructability.
  • Coordinate resolution of problems involving staffing, material delivery, and contract/subcontract administration in a strong‑matrixed team with Project Management, Design Engineering, Procurement, Project Controls and other functional departments.
  • Identify issues for the project manager to ensure project success.
  • Provide counseling, guidance, and direction to Site Managers to facilitate successful execution of the construction project.
  • Participate in the development and/or review of operations controls such as project procedures.
  • Contribute to proposal preparation, project planning, and scheduling by furnishing expertise on construction methods, equipment, labor, productivity guidelines, estimates of distributable expenses and labor rates.
  • Review and approve preliminary estimates and project schedules as assigned.
  • Participate in project engineering and construction review meetings where approval of proposed construction budgets and schedules is required.
  • Monitor distributable expenses in the field.
  • Supervise construction project site teams and monitor construction personnel performance, quality, and technical adequacy.
  • Ensure appropriate field procedures are in place and adhered to, and assist in selecting the appropriate construction controls for the project from the generic project control system.
  • Ensure that appropriate project training programs are identified and implemented.
  • Foster a mutually respectful work environment free from discrimination and harassment.
  • May serve as a Control Account Manager (CAM) responsible for planning, budgeting, managing, and controlling costs and schedule performance for a project or subproject and serve as a point of contact for project controls.
  • Ensure work packages realistically represent the duration and budget necessary to perform work and perform variance analysis reviews, determine cause and effect of schedule or cost variance, and define achievable corrective action plans.
  • May be expected to present project management performance plans, status updates, trends, or issues to federal sponsors.
Required Skills & Abilities
  • 15+ years of experience.
  • Demonstrated knowledge of and experience in all aspects of project or program management, including developing project plans, managing scope, schedule, budget, documenting reports and change‑control actions.
  • Ability to organize, lead, and monitor a variety of team efforts to completion while minimizing risk.
  • Thorough knowledge of all phases of construction operations, construction quality, subcontract management, construction technologies, and project management.
  • Understanding of government compliance standards, environmental laws and requirements.
  • Experience coordinating with Project Management, Design Engineering, Procurement, Project Controls and other functional departments and personnel to establish and maintain priorities for successful project execution.
