Operations Manager
This is a highly responsible administrative, technical, and professional position that requires considerable independent judgment in coordinating, managing, and monitoring the progress of assigned capital improvement projects and programs from inception through completion. The Project Manager ensures projects are delivered in a timely, cost-effective, and efficient manner while meeting all regulatory and funding requirements. Responsibilities include the oversight of construction contracts, grant and loan administration, budget management, and staff coordination.
Work is performed under the general supervision of the Public Works Director.

Manages Public Works projects from preliminary design through construction close-out, including coordination with consultants, engineers, and contractors.
Oversees all phases of project development, including planning, permitting, design, bidding, construction, and compliance monitoring.
Identifies funding opportunities and participates in the procurement and administration of grants and loans for capital improvement projects; ensures compliance with all applicable grant and funding requirements.
Develops scopes of work, cost estimates, and project schedules; tracks and reports on project budgets, timelines, and deliverables.
Reviews contractor pay applications and invoices for accuracy and eligibility under relevant funding sources, including grants and loans.
Reviews public and private development plans for compliance with City infrastructure plans and requirements.
Works collaboratively with purchasing by providing support with bid advertisements, participates in pre-bid conferences, and assists with evaluating bids and making contract award recommendations. Participates as a selection committee evaluator on CCNA, maintenance, and construction contracts as assigned.
Assists in preparation of agenda items and supporting documentation for City Commission meetings and delivers presentations to elected officials, public agencies, and community groups.
Maintains accurate records of project documentation, communications, and reporting for auditing and compliance purposes.
Represents City of Longwood in communicating with engineers, contractors, consultants, permitting agencies and other groups while construction is in progress. Act as Department’s liaison and resource on matters of Public Works projects.
Participates in the preparation and planning of the annual budget, including the development and prioritization of capital improvement projects.
Performs special projects as assigned.
Performs field inspections during construction phases and assists with field decisions and inspections of projects.
Follows safe working practices and has a working knowledge of safety practices and procedures in accordance with the City’s Safety and Health Program.
All employees serve an essential role in the City’s disaster preparation and/or disaster recovery efforts, as may be designated by the City’s Emergency Manager.

A minimum of a Bachelor's Degree in Civil Engineering, Architecture, Planning, Construction Management, Public Administration, or a closely related field and minimum of three (3) years of experience in design and construction management including responsibilities related to contract administration is required. Experience in general project management related to public infrastructure, IT, capital improvement projects, or municipal construction is preferred. A Project Management Professional (PMP) certification from the Project Management Institute (PMI) is preferred.
In lieu of a degree, a high school diploma, an active PMP Certification, and seven (7) years’ experience in design and construction management including responsibilities related to contract administration may be substituted for the requirements above.
