Establish partnerships and collaborate to effectively resolve or reduce problems, issues, conflicts, and mutual concerns relating to animals and their owners. Respond to and investigate calls for service related to animal control in an effort to protect the public from nuisance and dangerous animals; handle calls for service concerning animals and their welfare; enforce applicable municipal ordinances; participate in and provide support, assistance, and education for community and enforcement programs relating to animals.

Incumbents are assigned to the Special Operations Division. This position is a community position that assists the police department in maintaining a safe environment.

• Work with the community to resolve or reduce the magnitude of animal control issues and problems; identify areas of non-compliance, potential problems, or unsafe conditions; initiate or assist with corrective actions.
• Enforce laws and ordinances, issue verbal warnings, warning notices, and citations. Educate citizens regarding laws and ordinances. Prepare municipal warrants; provide information for state warrants.
• In a radio-equipped vehicle, patrol, respond to, and investigate animal-related calls and complaints such as loose dogs, barking dogs, injured animals, aggressive animals, offensive premises (littering/odors), animal cruelty/neglect, animal bites, and calls involving livestock and wildlife complaints. Locate owners of captured animals; return animals to owners when appropriate.
• Evaluate, capture, tranquilize, impound, and/or quarantine animals; perform euthanasia; and/or relocate non-domestic animals. Pick up and dispose of dead animals. Maintain an inventory of controlled substances used in the tranquilization and euthanasia of animals.
• Conduct investigations for animal related incidents; locate and interview complainants, victims, witnesses, and suspects; gather information; draw diagrams; take photographs; write or type reports; document investigations and work thoroughly. Conduct follow-up investigations as required. Secure evidence in accordance with established policies, procedures, and rules.
• Prepare investigative and other criminal, non-criminal, and administrative reports for the City prosecutor or district attorney for preparation of cases for prosecution. Testify and present evidence in court as required.
• Prepare and make oral presentations related to animal control topics to community groups, school groups, and businesses.
• Serve as liaison with the Longmont Humane Society, Boulder County Health Department, Colorado Parks and Wildlife, State Brand Commission, Greenwood Wildlife local veterinarians and other affiliated Rescues.
• Provide training for police personnel on animal control procedures, investigative requirements, proper use of animal control equipment, the handling of aggressive animals, and other related topics.
• Performs essential duties and additional tasks in a manner which enhances City Attributes.

Work is performed inside public and private buildings, in outdoor areas, vehicles, and classrooms under routine and stressful conditions. Work requires confidentiality, judgment, and problem solving; frequent driving, reading, verbal and written communication; sight (near and far vision and ability to distinguish colors); hearing (must be able to hear radio communications in a vehicle); detailed work; and frequent customer contact with citizens who may be angry, upset, and/or distraught.

Work requires occasional contact with individuals or animals that might pose a threat to the employee’s safety potentially requiring the use of defensive and/or controlling measures using less lethal techniques and/or less lethal weapons. Requires working varied shifts that include evenings, nights, weekends, holidays, and irregular or protracted hours including unanticipated overtime and occasional after hours call out.

Two or more years of responsible experience requiring frequent public contact and the interpretation of rules and regulations. Special Requirements:
