DefinitionUnder general supervision, the Building Energy Code Coordinator is responsible for scoping, developing, communicating, and implementing the City’s building energy codes. This position structures and manages the long-term strategy, short-term cycle updates, compliance, and support for the City’s building energy codes. This includes, but is not limited to, helping develop building policy, educating and training city staff and the building community, and networking and collaborating with external organizations and other municipalities on innovative and progressive energy codes.
This position works closely with the Chief Building Official and Planning and Development Services staff to coordinate energy code policy development, adoption and implementation. This position also works with inspectors, plans examiners, and electric field engineers to improve awareness of and compliance with building energy codes. A key function for this position is playing a lead role in regional and state partnerships to advance best practices and achieve consistency across jurisdictional boundaries.
The specific objectives of this fixed-term position are to improve and maintain building code processes and outcomes related to implementation and enforcement of requirements in the areas of energy and building performance.
- Lead the development and implementation of strategic building energy codes and process improvements
- Broaden engagement with internal and external stakeholders and partners related to building energy code and City goals to achieve better building performance
- Develop and deliver training to code officials, plans examiners, and electric field engineering staff
- Build and maintain education and engagement tools and processes for contractors, developers, craft workers, and property owners with clear instructions and templates for what must be submitted with permit applications
- Develop and maintain web resources supporting building energy code education and engagement
- Leverage internal and external resources to develop tools and processes
- Provide staff-level interpretation of code requirements related to energy, HVAC, and building performance to contractors, developers, craft workers, and building owners
- Continually review the compliance process (permitting and plan review, inspection, etc.) and develop methods for improving review time, compliance rates, and customer satisfaction
- Perform design review and inspect residential, commercial, and industrial installations for compliance with energy code, when needed
- Investigate options for encouraging electric-preferred new construction and recommending pathways to exceed the energy code
- Track performance metrics and monitor successes and concerns related to the City’s building energy codes and develop solutions for concerns
- Continually evaluate and plan for code updates and amendments (every 3 years) to work toward City goals and objectives
