SUMMARY

This position contributes directly to LBDN’s mission to provide high-quality early care and education for young children of working families by creating a stable, compliant, and supportive employment foundation for the staff who carry that mission forward every day.

Under the direction of the Executive Director, the Human Resources (HR) Administrative Manager plays a vital role in advancing the organization’s mission by ensuring that the people systems supporting our work are thoughtful, compliant, and human-centered. This position is responsible for facilitating daily HR functions across the full employee lifecycle, including talent attraction, recruiting, onboarding, policy administration, compliance, employee support, employee engagement & development, and HR systems management.

The HR Administrative Manager serves as a trusted internal partner to leadership, supervisors, and employees, balancing regulatory responsibility with compliant care, clarity, and collaboration. Success in this role is enjoyment and striving for excellence in HR administration and process flows, such as researching and staying current on changes in HR law, policies, and best practices; implementing and maintaining compliance programs and HR policies;

and performing the routine yet critical tasks required to execute human resource programs, including tracking employee records and utilizing HR software (ADP). Ownership and continuously improving HR administrative processes, the HR Administrative Manager ensures that HR systems, policies, and practices remain compliant with federal, California, and local laws while supporting organizational growth and operational stability.

ESSENTIAL DUTIES INCLUDE HR Operations, Employee Support & Policy Administration
  • Facilitate an accurate, compliant, and positive hiring cycle from candidate engagement, job offer through onboarding, and successful employee retention
  • Ensure HR policy implementation is aligned with the Employee Handbook
  • Annually facilitate updates to the Employee Handbook in collaboration with leadership
  • Provide expertise in the development and administration of employee support programs
  • Conduct workplace investigations in adherence to applicable laws and regulations
  • Maintain responsibility for the Injury and Illness Prevention Program (IIPP), Workplace Violence Prevention Policy (WVVP), and other such programs
  • Maintain and develop policies related to employment practices
  • Communicate effectively with employees regarding HR policies, procedures, and processes
  • Manage administration of required employment postings (e.g., labor law posters)
  • Serve as a primary point of contact for employees regarding HR processes, policies, and administrative support
Leaves of Absence & Workplace Accommodations Administration
  • Manage all aspects of leave of absence administration, including compliance, communication, documentation, and coordination of leave dates with employees and supervisors
  • Maintain current knowledge of rules and regulations governing all types of employee leaves
  • Assist employees with questions and concerns related to leaves of absence, providing consistent and compliant guidance in complex situations
