Position Summary

The Senior Project Manager is responsible for managing the planning, design, procurement, construction, and close‑out of tenant improvement and capital projects at CSU campuses and facilities, with an emphasis on occupied building environments. Lead multidisciplinary teams to deliver projects on time, within budget, and in compliance with CSU policy, regulatory standards, and industry best practices.

Required Experience
  • Minimum of 10 years of progressively responsible project management/construction management experience in commercial, institutional, or higher education projects.
  • Demonstrated experience managing tenant improvements, occupied facilities, or live campus environments.
  • Strong experience with end‑user communication, coordination, and expectation management.
  • Proven ability in design management, pre‑construction planning, procurement, and contractor management.
  • Knowledgeable in scheduling principles, estimating fundamentals, contract administration, construction documentation, and project controls.
  • Experience administering construction contracts (including TOC and JOC) in a public sector environment.
  • Demonstrated change order management and negotiation capability.
  • Experience in dispute and claims avoidance, with a proactive approach to project risk management.
  • Expert understanding of construction delivery methods, contract types, and compliance requirements.
  • Exceptional verbal and written communication, negotiation, conflict resolution, and team leadership skills.
  • Strong analytical and problem‑solving skills with the ability to make sound decisions under pressure.
  • Ability to build consensus and effectively manage stakeholder expectations.
  • Strong organizational and multitasking skills with attention to detail and quality.
Additional

Preferred Experience
  • Experience with alternate delivery methods such as Construction Manager At‑Risk (CMAR) and Progressive Design‑Build (PDB).
  • Direct experience working for a General Contractor performing tenant improvement construction.
  • Prior project management experience within higher education and/or the California State University system.
  • Familiarity with CSU construction policy, state public works requirements, and CSU contract administration guidelines.
  • Professional certifications (PMP, CCM, LEED AP).
  • Proficiency with project management tools and software (e.g., Procore, MS Project, Bluebeam).
Required Education
  • Bachelor's degree in Construction Management, Architecture, Engineering, or a closely related field, or equivalent combination of education and extensive construction project management experience.
Duties
  • Lead and manage tenant improvement, renovation, and capital projects located in occupied facilities in Long Beach and across the CSU system.
  • Provide oversight for all project phases including programming, schematic design, design development, construction documents, procurement, construction, commissioning, and close‑out.
  • Engage with campus users, administrators, facilities staff, consultants, and contractors to define project objectives, requirements, communication protocols, and expectations.
  • Direct design consultants and review deliverables for scope, constructability, code compliance, cost, schedule, and quality.
  • Administer procurement activities including preparation of RFP/RFQ, evaluation of proposals, contract negotiation, and award recommendations.
  • Provide expert review of construction estimates and input into budget and schedule development.
  • Manage procurement of construction contracts using Task Order Contracting (TOC), Job Order Contracting (JOC), conventional competitive bidding, and other CSU‑approved delivery methods.
  • Oversee contract administration, including processing of submittals, RFIs, pay applications, change orders, and schedule updates.
  • Ensure compliance with CSU, state, and local policies, safety standards, and construction regulations.
  • Maintain detailed project schedules and cost reports; proactively mitigate schedule and budget risks.
