Job description

Defence Digital are looking for a Safety and Security Operations Manager, overseeing security, safety and change management, at a critical defence asset in central London.

You’ll be responsible for providing advice on managing risks, hazards, safety policy, control measures and contractor-provided safety services and be accountable for a full range of formal safety and security audits, ensuring compliance with legislation and policy.

As the focal point for change management, affecting the site and its stakeholders, you’ll liaise with MOD, NATO, Cabinet Office and the private sector, to ensure a managed programme of works is undertaken and be the point-of-contact for all ICT (Information and Communication Technology) change and future ICT systems.

You’ll also offer advice and guidance to stakeholders on STRAP, a regime that regulates access to sensitive intelligence material, which requires more protective handling than is afforded by the standard arrangements for government assets.

You must be prepared to be contacted outside normal working hours and be willing to undertake irregular working hours, including nights on an ad hoc basis. You will be required to travel to and operate at associated sites when required.

Responsibilities
  • Be the unit duty holder for all Safety, Environmental and Fire tasking and provide advice on managing risk, hazards, safety policy, control measures and contractor provided safety services. Liaise with all internal and external stakeholders on local security and threat issues.
  • Be the focal point for change management affecting site and its stakeholders; liaising with MOD, NATO, Cabinet Office and the private sector, to ensure a managed programme of works is undertaken.
  • Ensure the Head of Establishment (HOE) is kept up to date on significant issues affecting security or safety of the building and its lodgers and represent the HOE at meetings and security/safety committees.
  • Ensure budgets and contract management of safety, security and FM suppliers ensuring and demonstrating value for money to defence.
  • Be accountable for a full range of formal safety and security audits, ensuring compliance with legislation and policy and ensure effective business continuity and recovery plans are in place and future proofed.
  • Support and assist the establishment military staff for operations, including MOD Head Office plans that involve the use of the building or its services; act as Authorised Requestor and Local Security Officer for MODNET services.
  • Provide advice and guidance to stakeholders on STRAP and be the point-of-contact for all ICT (Information and Communication Technology) change and future ICT systems.
  • Undertake line management, mentoring and countersigning tasks, as required by the role.

We’d expect to see experience of working in an operational environment, managing safety, risk, security and facilities management and be able to demonstrate an expert knowledge of establishment safety. You’ll be able to show experience of providing effective advice on physical, personnel, information and asset safety & security matters, to staff at all levels, in accordance with mandated policy.

You’ll need to show experience of managing a varied range of stakeholders, both internal and external and of delivering and managing change in an operational environment.

You’ll need to be comfortable motivating a diverse team, to ensure focus on protection of service delivery in a unique environment and for taking responsibility for operational decisions.

You’ll need:

  • Experience of implementing safety & security policy, that is mandated or new to staff at all levels.
