Location: Greater London

We are seeking a commercially driven and strategic Business Development Manager to drive growth within the UK public sector, with a strong emphasis on LED lighting solutions alongside broader energy services including turnkey energy projects, solar PV, and integrated energy efficiency solutions.

This role is focused on developing new business opportunities, managing complex sales cycles, and building long-term partnerships with public sector organisations.

Key Responsibilities

Business Development & Revenue Growth

  • Identify, develop, and close new business opportunities across the public sector.
  • Deliver against revenue and margin targets, with a primary focus on lighting upgrades and funded energy solutions.
  • Develop and implement regional or sector-based sales strategies.
  • Own the full sales cycle from prospecting through to contract award and handover.
Public Sector Engagement
  • Build strong relationships with estates directors, sustainability leads, procurement teams, and senior decision-makers.
  • Navigate public sector frameworks, DPS agreements, and tender processes.
  • Lead and contribute to bid submissions, proposals, and commercial negotiations.
Consultative Selling & Solution Development
  • Position LED lighting solutions as part of wider energy and carbon reduction strategies.
  • Promote turnkey delivery models covering design, installation, commissioning, and ongoing maintenance.
  • Support clients in understanding funding models, ROI, payback periods, and energy savings.
  • Collaborate internally with technical and delivery teams to shape compliant and competitive solutions.
  • Maintain an accurate and robust sales pipeline within CRM systems.
  • Forecast revenue and provide regular performance reporting.
  • Monitor competitor activity and sector trends to identify growth opportunities.
Required Experience
  • Proven track record in business development or sales within the public sector
    .
  • Experience selling energy services, lighting solutions, solar, or related infrastructure solutions.
  • Strong understanding of public sector procurement processes and frameworks.
  • Experience managing complex, multi-stakeholder sales cycles.
  • Commercially astute with strong negotiation and closing skills.
