Primary Care Network (PCN) Manager - Harness South

Harness South PCN provides general and extended medical services to the patients residing across Neasden, Stonebridge,Harlesden, Willesden and Park Royal. Harness South PCN consists of a team of 10practices
Local context
The PCN Manager will work within the West and North London Integrated Care Board (ICB), supporting delivery of place-based and system priorities acrossthe ICBs boroughs.
The role will contribute to the ICBs strategic aims, including:
- Improving access to general practice and neighbourhood-based care
- Supporting delivery of Same Day Access, Enhanced Access and Urgent Care pathways
- Strengthening neighbourhood multidisciplinary working
- Supporting integration with community, mental health,acute, local authority and voluntary sector partners
- Ensuring high-quality, safe and well-led services inline with CQC and ICB governance frameworks
The PCN Manager will act as a key operational link between the PCN, ICB place teams and wider system partners, ensuring local initiatives are delivered effectively and consistently.
Job responsibilitiesThe PCN Manager will oversee the day to day operational running of Harness South PCN, ensuring high quality delivery of all PCN DES services and transformation programmes. They will work alongside the Clinical Directors todeliver the Primary Care Networks agenda.
The manager will also oversee and work closely with the Digital Transformation Lead on improvement initiatives and operationally ensure governance and compliance standards are met (including DSPT and CQC-aligned requirements)
The role includes managing performance, KPIs and reporting. Coordinating the ARRS workforce and working closely with the Finance Director to maintain financial oversight, including budgets, claims and contracts.
The postholder will also manage communication and build relationships with other stakeholders, including local authorities, third sector and patient representative organisations, other local PCNs healthcare providers and theICB. They will support collaborative working and the development and sustainability of GP practices in the Harness South area.
Person Specification Knowledge- Strong understanding of PCNs, ARRS, DES, EA DES, CAA, IIF and NWL ES
- Knowledge of DSPT, IG, ISAs and digital governance
- Awareness of CQC requirements relevant to PCN activity
- Understanding of population health and access improvement principles
- Operational management experience in NHS primary care
- Experience managing budgets, claims, KPIs and workforce
- Experience running searches, interpreting data and producing reports
- Experience delivering multisite or multiteam services
- Sound people management experience including training, development and performance management of staff
- Strong organisational and multitasking abilities
- Ability to interpret PCN DES, guidance, KPIs and specifications
- Excellent communication and relationship building skills
- Strong digital literacy including MS Office, EMIS and dashboard tools
- High standards of integrity, transparency & accountability
- Ability to use own initiative, follow tasks through and work with a high level of autonomy
- Resilient, responsive, agile & adaptable in a rapidly changing NHS environment
- Degree or equivalent operational leadership experience
- Project management or NHS leadership training
