Bloomberg is seeking an Operational Resilience Communications Lead to own and drive the firm’s resilience-related communications strategy. This role will lead a small global team to work cross functionally with Business Leads, Engineering, Information Security, Security Operations, Incident Management, Legal, Risk, Compliance, Corporate Communications, and Client-Facing teams and ensure that messaging, whether during service disruptions or in steady-state, is timely, accurate, and aligned across internal teams, clients, and regulators.

The ideal candidate brings both strategic crisis communications expertise and the ability to execute swiftly in fast-moving situations.

Key Responsibilities
  • Lead all aspects of OpRes communication activities, including incident response messaging, proactive awareness campaigns, and post-incident updates.
  • Maintain and operationalize the OpRes Communications Playbook, including the creation and maintenance of templates, trackers, and pre-approved messaging and communication playbooks for various incident types (e.g., engineering incidents, data breaches, malware, or physical security breaches).
  • Own coordination across all incident types, in partnership with incident management teams, driving incident response calls, gathering facts, assessing impact, and determining the appropriate response strategy, including stakeholder engagement and communications.
  • Support stakeholder communications:
    • Internal:
      Share clear updates on incident status, potential risks, and recommended actions.
    • External:
      Provide timely and transparent information on impact, mitigation steps, resolution progress, and post-incident reports.
  • Act as liaison across teams handling client, regulatory, and resilience-related communications to maintain consistent messaging under tight deadlines.
  • Drive Post-Incident Improvement:
    Lead after-action reviews to evaluate communication effectiveness and identify opportunities to refine playbooks and processes.
  • Document & Measure:
    Maintain records of incident communication activities, including timelines, messages, approvals, and stakeholder feedback.
  • Define and monitor KPIs to evaluate the effectiveness of response and preparedness programs.
Qualifications
  • 10+ years in technical or operational response teams, as well as 5 years in leadership and people management.
  • Outstanding communication and judgement under pressure, with the ability to make sound decisions on limited information.
  • Strong organizational and project management skills, with the ability to track multiple work streams simultaneously.
  • Experience working in a matrixed, global organization; strong collaboration skills, able to engage and influence all levels of management including C‑suite and the Board, cross‑functional teams, vendors, and regulators.
  • Comfortable balancing strategic direction with hands‑on execution.
  • Skilled communicator capable of distilling technical information into clear, audience‑appropriate messages.
  • Crisis‑tested leadership, experience in managing high‑stakes communications with calm and sound judgment.
Preferred
  • Familiarity with DORA, UK CTP regulations or similar regulatory frameworks.
  • Experience in Regulatory or working on regulatory / compliance projects or programs.
  • Strong collaborator who understands the complexity of engaging with multiple audiences and navigating their diverse interests and goals.
  • Experience with risk and control management frameworks from a first and/or second line perspective.
