Position: Senior Manager, HR Regulatory Operations, SMCR/MiFID II based)

Overview

You will own, design, coordinate, manage, oversee and deliver HR operational processes on a cross-entity and cross-platform basis, that relate to compliance with the Senior Manager & Certification Regime (SMCR) and Markets in Financial Instruments Directive II (MiFID II).

Responsibilities
  • Own, design, coordinate, manage, oversee and deliver HR operational processes that relate to compliance with SMCR, including, but not limited to, the on-boarding of regulated individuals, Certification, FCA Directory updates, Fitness & Propriety Assessments (ad hoc and year end), SME to the business on all SMCR topics, and oversight of all committee reporting.
  • Lead and support the Director, Head of UK & Europe HR Operations and the MD, Head of HR with the implementation of HR regulatory operational initiatives.
  • Management of the HR Regulatory Operations team including upskilling team members and providing on-going coaching.
  • Coordinate and/or collate HR-related regulatory responses and liaise directly with regulator on matters relating to the FCA Register.
  • Escalate regulatory risks to senior stakeholders through the Fitness & Propriety Forum and as HR regulatory operations representative at the SMCR Oversight Committee.
  • Identify regulatory change and interpret the impact on HR regulatory operations processes (SMCR reforms and ad hoc FCA/PRA publications/findings).
  • Design and present recommendations to senior stakeholders on steps to mitigate regulatory risk (SMCR).
  • Create and maintain processes, policies, and procedures for SMCR HR operations-related activities.
  • Lead on special projects to support mandate and manage third-party supplier relationships of the SMCR system solution provider, including contract renewals, procurement, and data privacy reviews.
  • Own design and management of MiFID II-related operational processes (e.g., annual Knowledge & Competence assessments) to ensure regulatory compliance.
  • Responsible for all SMCR and MiFID data within the regulatory management system and oversight of data management processes.
  • Serve as main point of contact for Audit and Compliance Monitoring topics related to HR Regulatory Operations and oversee the annual OSFI rescreening process to ensure Enterprise policy compliance.
Qualifications
  • Must-have:
    Proven experience designing and delivering HR operational processes relating to compliance, including SMCR; subject matter expert on SMCR requirements; experience communicating with senior stakeholders; experience leading projects; experience managing junior team members.
  • Nice-to-have:
    Banking or financial services background with understanding of a large matrix organization and regulatory requirements.
