Moorfields Eye Hospital are recruiting a highly experienced Estates & Facilities Operations Lead to join their team.

Moorfields is the leading provider of eye health services in the UK and a world-class centre of excellence for ophthalmic research and education. Paediatric clinic;
Retinal Therapy Unit;
Cataract, Glaucoma, Genetics, Oracular Oncology departments; and many more. It provides state-of-the-art operating facilities run by some of the UK’s leading ophthalmology surgeons, providing operative services including laser treatment, vision correction, cosmetic treatment, and various other corrective treatment for a range of eye conditions.

This role has been created as a temporary, fixed term role to provide operational resilience across a busy department as the existing team members are engaged in tasks setting up Oriel EFM. Oriel is a joint initiative between Moorfields Eye Hospital NHS Foundation Trust (MEH) and UCL Institute of Ophthalmology. Together, they we will relocate all services from Moorfields Eye Hospital on City Road and the UCL Institute of Ophthalmology on Bath Street, to a new, purpose designed and built healthcare, research and educational facility of c47,000 sqm in Camden.

The Trust’s Estate and Facilities Management (EFM) division is divided into four operational services: facilities management, space planning and capital projects, electro-biomedical engineering (EBME), and the business hub (including the helpdesk function) and has responsibility for over 20 sites across London and the Home Counties.

The Post

The EFM Operations Lead will proactively oversee, manage and continue the development of the EFM services function provided within MEH, who deliver ophthalmic services in over 20 sites.

The role ensures the effective safe and efficient delivery of EFM services to safeguard and enhance the patient, staff & visitor experience and environment.

The FM Operations Lead will be an experienced healthcare Estates-biased professional with technical knowledge and qualifications alongside extensive contract management. They will hold operational and professional responsibility for a wide range of specialist services and ensure their department acts in a service provider manner, ensuring service quality, statutory compliance, value for money and continuous improvement.

The post holder will require excellent organisational, interpersonal and communication skills and be an experienced EFM professional with an attitude of delivering a safe and compliant service to their customers.

Whilst a fixed term post, it is expected that the post holder will be instrumental in the continuation of the development work already undertaken to date and assisting with bedding in of any new processes implemented as part of the Oriel programme.

All services that must be statutorily maintained, will be, but opportunities for reducing investment elsewhere need to be fully assessed understanding potential for risk to patients, staff and the integrity of the estate. This includes maintaining the existing City Road estate in a condition no process of condition management as the site heads towards decommissioning. Whilst based at City Road, London, the role encompasses duties across the trust network of over 20 sites of varying size and complexity of service offering.

You will be required to work 37.5 hours a week, normally based around an 8:30am to 5:00pm, Monday to Friday pattern however Moorfields offers a variety of flexible working options as we recognise the importance of a good work life balance and the ability to work flexibly. There is an expectation that attendance to the City Road site will occur at least three days a week and likely more dependent on workload and staff requirements.

You will participate in the Managers On call rota. Full details will be discussed at interview.

Requirements
  • Educated to degree level or equivalent qualification in an estate engineering related technical category.
  • Educated to degree level or equivalent level 7 qualification in an estates related technical category.
  • Specialist qualifications relating to NHS estates management e.g. Authorised Persons across Electrical / Mechanical / Water trades.
  • Membership of a professional body relating to the role such as CIBSE, IWFM, IHEEM.
  • Evidence of recent continuing personal development.
  • Demonstrable experience in interpreting statutory requirements and advising on what information best suits compliance requirements.
  • To have previously managed a multi-disciplined hard and soft FM department more than £5 million in value.
  • Evidence of NHS management at a senior operational level, managing a large multi-disciplined hard and soft services department in a complex healthcare environment being able to demonstrate how they have navigated its known diverse situations and issues.
