About the Role:The Royal Borough of Kensington and Chelsea are seeking a highly capable Resilience Advisor (Major Incidents) to play a vital role in protecting our communities and ensuring the Borough is prepared for, and able to respond to, major emergencies.
Working within the Resilience Team, you will support the Strategic Head of Resilience and the Resilience Manager in coordinating and delivering the Council’s Major Emergency Planning programmes. This role is central to ensuring compliance with the Civil Contingencies Act 2004, strengthening community resilience, and leading effective responses to major incidents.

Key Responsibilities:As Resilience Advisor (Major Incidents), you will:
- Support the delivery of the Council’s Major Emergency Planning Programme in line with legislative requirements and best practice.
- Develop and maintain service-level emergency and business continuity plans, ensuring consistency and compliance across the Council.
- Administer and maintain the Major Incident Call-Out Rota, ensuring 24/7 readiness and responsiveness.
- Lead and contribute to emergency response activities, including working from the Borough Emergency Control Centre, attending incidents on-site, and acting as the Tactical Local Authority Liaison Officer when required.
- Participate in the Resilience Team on-call rota and provide in-person support during significant and major incidents, including outside normal working hours.
- Plan, deliver and evaluate training and exercises for Council staff and external partners to test and validate emergency and business continuity arrangements.
- Build and maintain strong working relationships with Category 1 and 2 responders, voluntary and community organisations, business forums and residents’ groups to enhance borough-wide resilience.
- Contribute to the Corporate Resilience Strategy, corporate risk register and regular reporting to senior management and corporate boards through reviews and dashboards.
- Ensure emergency planning and response activities fully reflect the Council’s commitment to equality, diversity and inclusion, meeting the diverse needs of our communities.
- Support colleagues within the Resilience Team and other staff temporarily deployed during emergencies or periods of increased demand.
Essential Qualifications
- Formal training or certification in resilience, emergency planning or a related field, or a commitment to undertake this training once in post.
Essential Skills and Experience
- Knowledge of the Civil Contingencies Act 2004 and its implications for local authorities.
- Experience developing and implementing major emergency and/or business continuity plans.
- Experience planning and delivering training and exercises for a range of audiences.
- Ability to analyse information to inform emergency planning and decision-making.
- Strong written and verbal communication skills, with the ability to engage effectively with officers, Members, partners, residents and the public.
- Confidence using IT systems, including Microsoft Office and mapping applications.
- Ability to remain calm, decisive and professional when responding to emergencies.
- Self-motivated, able to work independently, and comfortable taking initiative.
- Proven ability to work collaboratively and build effective partnerships across organisations.
- Understanding of, and commitment to, equality, diversity and inclusion in both planning and incident response.
