Head of Liquidity Management and Strategy (LMS) Centre of Excellence
Director role based in London, reporting to Group Head of Funding and Liquidity Management within Barclays Treasury.
The role will directly manage the UK LMS team, responsible for funding strategy and liquidity management across the Barclays Group, and coordinate work with global teams in India, Ireland and the US.
The LMS team oversees and shapes the funding profile of the balance sheets of Barclays Group and its major subsidiaries, defining the parameters for optimal funding composition at an efficient cost of funds.
Working in close partnership with stakeholders across Treasury, material entities and business units, the LMS team ensures liquidity and funding levels are managed to comply with liquidity targets and risk limits, whilst ensuring appropriate diversification of funding sources by tenor, concentration and currency.
The role necessitates regular interaction with senior governance committees, including Group Treasury Committee, and engagement with regulators.
Desired candidate brings solid liquidity subject matter expertise, familiarity with UK and global liquidity regulation principles, and strong numerical, data‑analytical, and presentational skills.
Strong governance, risk and controls discipline, ability to interact and collaborate with a wide range of stakeholders and manage a significant team with adherence to Barclays Values and Mindset is required.
Purpose of the RoleTo verify that the bank has sufficient funds to meet its short‑term and long‑term obligations, and to develop and implement strategies to manage the bank’s liquidity position.
Accountabilities- Development and implementation of funding and liquidity strategies to efficiently manage the bank’s liquidity position within regulatory requirements and risk appetite at favourable commercial outcomes with respect to funding costs.
- Analysis and quantification of the regulatory and behavioural liquidity risk impact of transactions undertaken by business units.
- Maintenance of strong relationships with key business units and working with the business units to manage liquidity within constraints.
- Monitoring of key liquidity metrics and trends and advising on actions to be taken to maintain funding and liquidity levels within tolerance.
- Managing intra‑group funding arrangements to ensure subsidiaries are adequately funded and managed within balance sheet, large exposure and capital constraints.
- Design and implementation of stress testing methodologies to assess the bank’s liquidity resilience under various financial shocks, economic downturns and sector‑specific crises, and analysis of stress testing results and development of mitigation strategies to address potential liquidity shortfalls.
- Development of new tools, models and data analysis to support and enhance the bank’s funding and liquidity management capabilities.
- Manage a business function, providing significant input to function‑wide strategic initiatives, influencing policy and procedures, and planning and consulting on multiple complex and critical strategic projects.
- Lead a large team or sub‑function, leading other people managers and embedding a performance culture aligned to the values of the business.
- Provide expert advice to senior functional management and committees to influence decisions outside of own function.
- Manage, coordinate and enable resourcing, budgeting and policy creation for a significant sub‑function.
- Escalate breaches of policies/procedures appropriately.
- Foster and guide compliance, ensuring regulations are observed with relevant processes in place to facilitate adherence.
- Focus on the external environment, regulators, or advocacy groups to monitor and influence on behalf of Barclays when appropriate.
- Demonstrate extensive knowledge of how the function integrates with the business division/Group to achieve overall business objectives.
- Maintain broad and comprehensive knowledge of industry theories and practices within own discipline, along with up‑to‑date sector and functional knowledge, and insight into external market developments and initiatives.
