Overview
The Transformer Project Manager (HV & MV) is responsible for managing assigned transformer projects in Singapore from contract award through delivery, installation, testing, commissioning, energisation, and final handover. The role ensures projects are delivered safely, on schedule, within approved budgets, and in compliance with client, regulatory, and OEM requirements. This role supports the overall transformer project portfolio and works closely with internal functions including Engineering, Procurement, Logistics, Installation, Testing & Commissioning, and Sales.
ResponsibilitiesProject Delivery (Assigned Transformer Projects):
- Manage assigned HV and MV transformer projects from contract award through final handover and closeout.
- Ensure delivery is aligned to scope, schedule, and budget targets.
- Coordinate with clients, consultants, and OEMs for design reviews, delivery and site readiness, Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), commissioning, and energisation.
Planning & Scheduling:
- Prepare project execution plans, milestone schedules, and short-interval look-ahead plans.
- Track progress across engineering, procurement, manufacturing, FAT, delivery, installation, oil works, testing, and energisation.
- Implement recovery actions and escalation where delays occur.
Budget & Cost Tracking (Manager-Level Accountability):
- Track costs against approved budgets and support cost-to-complete forecasting.
- Prepare supporting documentation for progress claims and invoicing, variations, change orders subcontractor claims (haulage, cranage, oil processing, testing)
- Escalate risks relating to margin, cash flow, and contract compliance to the Head of Department
Stakeholder & Client Communication:
- Act as the day-to-day point of contact for clients, main contractors, consultants, OEMs, and suppliers.
- Lead coordination meetings and issue progress updates.
- Support senior management in contract clarifications, negotiations, and dispute resolution when required.
Risk & Issue Management:
- Maintain a project risk register and ensure mitigation actions are implemented.
- Manage technical and commercial issues with support from engineering, OEM, and site teams.
- Escalate high-impact issues early with recommended solutions.
Safety & Quality Coordination:
- Ensure all project activities comply with company environment health and safety policies, workplace safety and health requirements client and utility site rules (e.g., SP Group requirements where applicable).
- Coordinate safety compliance with the Installation team and site supervisors.
- Support quality assurance and control documentation, inspection requirements, and close-out of punch lists.
Transformer-Specific Delivery & Site Readiness Management:
Coordinate critical transformer activities including:
- transport route surveys and delivery planning
- offloading and positioning (heavy lift / cranage)
- oil handling, vacuum filling, filtration, and drying (where applicable)
- radiator and accessory installation
- marshalling kiosk / control wiring interface
- earthing, HV/LV cable terminations, and bushing interface coordination
- Ensure site readiness is confirmed prior to transformer arrival.
Testing, Commissioning & Handover:
- Coordinate transformer testing and commissioning activities with OEMs and testing teams, including but not limited to Insulation Resistance/Polarisation Index testing, winding resistance measurement, ratio testing, vector group verification, magnetising current tests, Sweep Frequency Response Analysis (where required), and oil sampling with baseline dissolved gas analysis (where applicable)
- Oversee and ensure completion of all project handover including as built drawings, warranty documentation, O&M manuals and spare and special tools list.
Requirements:
- Bachelor’s Degree or Diploma in Electrical Engineering, Project Management, or related technical field.
- Project Management Professional certification is advantageous but not mandatory.
- Minimum 5–8 years in electrical infrastructure projects and 2-3 years in a project management or project engineer capacity.
- Demonstrated experience in one or more switch gear projects involving 22kV / 6.6kV MV transformers, 66kV transformers or 230kV transformers;
Singapore market experience is preferred. - Strong working knowledge of end-to-end transformer project including planning and scheduling, OEM coordination, FAT execution, logistics planning and site readiness management, progress reporting and documentation control, cost tracking and subcontractor coordination
- Familiarity with Singapore electrical safety practices and WSH requirements.
- Strong stakeholder communication and coordination skills.
