Our high‑performing team maintains the safety, integrity, and efficiency of one of the most complex rail networks in the world.
About the RoleIn Asset Protection you will support the delivery of construction on, over, under or adjacent to the railway across Kent, Sussex and Wessex. ASPRO supports two distinct types of projects:
Third‑party and Outside‑Party, involving a wide range of stakeholders.
- Lead compliance with Network Rail engineering‑driven safety requirements and provide technical advice, conditions and approvals consistent with Network Rail policies and standards on allocated schemes; prioritise risk and provide assurance of robust engineering management for allocated outside and third‑party schemes.
- Manage the mitigation of engineering and safety risk to the railway associated with proposed and real‑time outside and third‑party activities.
- Provide technical advice in respect of all engineering design, technical specification and construction activities for safe delivery, including testing and commissioning, and site supervision where required.
- Assess and review all outside and third‑party schemes for compliance with current legislation, including Construction Design Management (CDM) Regulations and Network Rail standards, procedures and requirements.
- Facilitate outside and third‑party scheme change, with analysis of risks and contingency within the specific project life cycle, to provide consent to enable project delivery.
- Manage relevant engineering activities so that schemes support programme requirements for outside and third‑party customers in a safe and environmentally responsible manner for time, cost and quality.
- Apply quantitative and qualitative risk assessment and hazard identification techniques to allocated schemes.
- Support Social Value improvements across teams to develop and support regional environmental requirements.
- Carry out the duties of designated project engineer (DPE) for Outside Projects on specific projects and across various risk categories.
- Carry out the duties of designated project engineer (DPE) for Third Projects on specific projects.
- Support the Senior Asset Protection Engineer on technical reviews of clearance proposals, external planning applications and land use changes while safeguarding Network Rail’s infrastructure and operational requirements.
- Support the Senior Asset Protection Engineer and Asset Protection Technical Interface Specialist to undertake reviews of external party applications for discharge of planning conditions and manage the review of engineering consents to works on ex‑railway land, subject to restrictive Covenants in benefit of Network Rail.
- Monitor internal and external design/specialist consultants and contractors for outside and third‑party schemes in respect of competence of contractor’s design, construction and specialist workforce.
- HNC/HND or equivalent qualification or experience in Civil or Structural Engineering.
- Successful relevant experience in engineering disciplines, ideally with involvement in construction and design projects across multi‑discipline areas.
- Significant knowledge of technical, safety and performance standards and their application to asset protection activities.
- Clear understanding of CDM, with the ability to recognise CDM duties and associated requirements under Health & Safety legislation.
