Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow. We work in a hybrid way, with colleagues spending around 20% of their time in the office, equating to one day per week.
Job summary
Do you want to be part of the fight to transform the UK’s energy system for a Net Zero future? Ofgem is looking for two Policy Managers to join us and help shape the regulation of energy networks at a pivotal moment in the UK’s decarbonisation journey.
Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the energy sector, driving toward Net Zero whilst protecting energy consumers, especially vulnerable people.
We’re offering two permanent positions that place you at the heart of one of our most vital policy areas. Working on future price controls and the regulation of energy networks, these roles offer a rare opportunity to influence how the UK balances cost-effective energy transition with consumer protection. You’ll contribute to work that enables the shift toward Clean Power 2030 and Net Zero by 2050.
Joining a collaborative, cross-sectoral environment, you’ll be part of a multidisciplinary team where ideas are tested across electricity and gas policy areas. You’ll gain exposure to high-profile regulatory frameworks, work closely with a range of stakeholders, and help lay the groundwork for future policy across the energy sector.
We’re looking for people with excellent analytical and communication skills, combined with an ability to see the big picture and work confidently with complex information. You’ll be a natural collaborator who thrives on solving regulatory or policy problems and bringing forward innovative thinking in a fast-paced environment.

We have a critical purpose to regulate energy networks in a way that drives transformation, protects consumers, and secures long-term system resilience. By shaping price controls and supporting strategic regulatory design, your work will contribute to a cleaner, more affordable energy system.
Person specification- Excellent analytical skills, both quantitative and qualitative, with demonstrated ability to think critically, validate and analyse complex data, and to challenge and sense check results. (LEAD)
- Strong written and oral communication skills, with the ability to communicate technical information clearly and concisely and to work collaboratively to solve problems. (LEAD)
- Understanding (and ideally experience) of regulation or public sector policy development.
- Project management skills and ability to use these to successfully deliver work in challenging timescales.
