Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.
Overview of project/roleLead and coordinate technical compliance activities across Rail for London Infrastructure (RfLI), ensuring alignment with Transport for London (TfL) Pathway methodology and operational standards. The role provides strategic oversight of technical assurance and governance processes, enabling safe, compliant, and efficient delivery of programme objectives. Reporting to the RfLI Governance Manager, the Technical Compliance Manager influences stakeholders, drives continuous improvement, and safeguards reputational and operational integrity.
KeyAccountabilities
- Develop and assure technical specifications and submissions across programme lifecycle, ensuring compliance with TfL Pathway methodology.
- Act as Secretary to the Configuration Approval Panel (CAP), maintaining governance records and supporting structured decision‑making.
- Monitor adherence to technical compliance requirements, including conducting Verification Activity Plans (VAPS) and reporting findings.
- Advise senior managers on compliance matters, providing clear recommendations to mitigate risks and ensure regulatory alignment.
- Identify and manage reputational risks associated with technical compliance, escalating issues as appropriate.
- Drive innovation and continuous improvement in compliance processes, sharing best practice across teams.
- Influence internal and external stakeholders to achieve compliant outcomes while balancing programme objectives.
- Prepare governance reports and briefings to inform senior leadership and support transparent decision‑making.
- Planning and coordination – able to manage multiple technical compliance activities across programme phases and governance gates.
- Stakeholder engagement – skilled in building effective working relationships with internal teams, external partners, and concessionaires (e.g. GTS).
- Governance and assurance – confident in supporting structured decision‑making processes, including CAP Secretariat duties.
- Problem‑solving – able to identify technical risks and issues, and work collaboratively to resolve them.
- Communication – strong written and verbal skills to produce clear specifications, submissions, and governance documentation.
- Influencing and negotiation – capable of guiding stakeholders toward compliant outcomes while balancing programme needs.
- Strong understanding of technical assurance and compliance processes within large infrastructure or transport programmes.
- Familiarity with the TfL Pathway and gated governance processes.
- Knowledge of configuration and change control principles, ideally with experience supporting CAP or similar governance forums.
- Awareness of railway operational requirements, including safety, restrictions, and readiness criteria.
- Working knowledge of project lifecycle documentation, including technical specifications and engineering submissions.
- Proficiency in Microsoft Office tools (Word, Excel, PowerPoint) and document management systems.
- Understanding of stakeholder engagement and governance reporting within complex programmes.
- Desirable: formal training or qualifications in engineering, project management, or transport systems (e.g. BEng, PRINCE2, APM, or equivalent).
