Transformation Business Analyst X2

Overview

This is a critical role within the Council's Transformation & Delivery Unit where you will lead the development and delivery of high-impact business analysis across major projects and programmes. You will take the organisation from complex problem definition through to strategic solution design, ensuring all proposed changes deliver measurable benefits and align with the Council's long-term vision.

• Design target operating models and develop robust business cases.
• Lead process mapping and redesign for current and future states.
• Formalise the business analysis practice by creating toolkits, sharing best practice and providing hands‑on mentorship to junior staff and Management Trainees.

• Extensive, demonstrable experience as a Business Analyst with a proven track record of applying a wide range of analysis tools and approaches within complex project environments.
• Strong knowledge of business process mapping, financial modelling and redesign techniques, with the ability to translate user needs into clear functional and non‑functional requirements.
• Experience designing target operating models and writing robust business cases to ensure transformation options are feasible and beneficial.
• Exceptional communication and negotiation skills, with the ability to act as a "critical friend" to senior leaders and secure buy‑in within complex, political environments.
