The Commercial Procurement team is repositioning itself to become a strategic enabler for the BBC, partnering with divisions across the group. Technology and Media Operations deliver the technology requirements of the BBC across broadcast, enterprise, and digital, securely and transparently, to the strategy set by the business.
The Commercial Procurement Manager will partner with stakeholders to influence the appropriate sourcing approach by: driving third‑party commercial strategy whilst navigating risk; operating independently, whilst leading junior across a pipeline of defined category projects; ensuring BBC standards are met and public procurement regulations are followed; owning governance processes to ensure approval routes are navigated efficiently and effectively, resulting in the best outcome for the BBC.
MainResponsibilities
- Delivering compliant tenders (against Procurement Act 2024) from initiation to completion, ensuring they are delivered on time, within scope, and budget.
- Identifying key stakeholders in your category of spend. Developing and maintaining the key stakeholder relationships, ensuring effective communication and collaboration.
- Identifying and mitigating project/tender risks, managing risks as necessary and escalating where applicable.
- Analysing market trends and data to identify cost‑saving opportunities and provide actionable decisions.
- Developing and implementing strategic category and sourcing plans that align with business goals.
- Establishing the process to navigate approval and governance processes, ensuring timely clearances and stakeholder support for category plans and execution.
- Coordinating with internal category stakeholders to gather requirements and ensure alignment with business objectives.
- Monitoring and reporting on procurement performance metrics to ensure continuous improvement for specific categories.
- Collaborating with suppliers to drive performance innovations and optimal commercial outcomes and maintaining good relationships with key suppliers, ensuring compliance with organisational policies and ethical standards and public procurement regulations.
- Preparing strategic presentations and reports for category stakeholders, providing data‑driven insights and spend management recommendations to drive buy‑in and support on annual pipeline plans.
- Must have demonstrable experience of managing regulated tenders and a working knowledge of the Procurement Act 2023 including a recent understanding of procurement process in a public regulated environment.
- Ability to drive value from technology sourcing projects sometimes with very limited competition in the marketplace.
- Extensive knowledge of using Government frameworks for maximum value and agility.
- Good general knowledge of technology trends and industry developments.
