OverviewThe Deputy Registrar is responsible for advancing a modern, efficient, and student-centered academic records operation that supports the academic integrity, accuracy, and security of student records across USU's entire system. This role provides senior leadership, institutional coordination, technology optimization, policy leadership, compliance oversight, and organizational development. Reporting to the Vice Provost & University Registrar, this role directs and manages comprehensive registration and records programs, oversees staff and managers, and leads institutionally impactful initiatives that support student success, academic policy, and operational excellence.
The Deputy Registrar collaborates across the University to align registrar services with institutional priorities, regulatory requirements, and best practices in higher education. The Deputy Registrar leads major change initiatives, aligns processes and systems with institutional strategy, and acts on behalf of the University Registrar as needed.
- Direct, supervise, and evaluate comprehensive registrar services programs, ensuring consistent, accurate, and compliant services.
- Provide leadership and oversight for individuals and subordinate managers, fostering a culture of accountability, service excellence, and continuous improvement.
- Implement tactical and strategic change through effective leadership, coaching, and performance management of teams. Provide overall direction and strategy for registrar services operations based on institutional goals, student needs, and emerging trends in higher education.
- Influence institutional leadership and develop, modify, and execute registrar services strategies, programs, and policies with both operational and institution-wide impact.
- Adapt and execute department business plans and strategies to support academic operations and student services.
- Analyze and interpret regulatory, accreditation, and policy requirements to ensure compliance and risk mitigation.
- Work collaboratively with academic units, student services, IT, finance, and other University entities to strategically position the functions within registrar services in support of college/division objectives.
- Serve as a key advisor to leadership on registrar services, academic policy, and student lifecycle processes.
- Develop the annual budget submission for registrar services operations for review and approval.
- Manage programs within approved budgets, applying best practices in fiscal stewardship, resource allocation, and operational efficiency. Exercise control over financial, human, and technological resources to meet service and compliance objectives.
- Analyze, design, and improve registrar services processes to enhance quality, efficiency, and student experience.
- Lead and manage multiple independent or integrated projects of varying scope and complexity, ensuring timely and effective execution.
- Apply data, assessment, and continuous improvement methodologies to inform decision-making and operational planning.
- Promote and implement change by leveraging emerging technologies and identifying new approaches to improve services and operations.
Minimum Qualifications
- Bachelor's degree in higher education administration, public administration, business administration, or a related field.
- Minimum of 9 years of related work experience, including 5 years of leadership experience, or equivalent combination of education and work experience.
- Significant progressive leadership experience in university registration, records, or closely related academic administration functions.
- Master's degree in higher education administration, education leadership, public administration, or a related field.
- Experience with student information systems and academic records technologies.
- Experience managing budgets and large-scale operational projects in a university environment.
- Knowledge of FERPA, accreditation requirements, and higher-education regulatory standards.
