Description:
Under general supervision, performs advanced technical and complex location and marking of all underground utilities owned and maintained by Logan City Public Works and Light & Power Departments. Provide inspections and final approval of Work in the Right of Way Permits for compliance with Logan City Standards. Provide as needed inspections, approval and mapping of public and private infrastructure as needed.
QualificationsMust be a high school graduate or equivalent AND experience equivalent to three (3) years in the location and marking of utilities. Experience in varied public works construction inspection work which required reading and interpreting plans and specifications. Must possess a valid Utah Driver's License. Must possess or be able to obtain a Utah State Division of Environmental Quality Wastewater Collection IV and Water Distribution IV certifications within a 12-month period.
Must possess or be able to obtain a Storm Water Inspection Certification within a 12-month period. Must be capable of lifting in excess of 75 pounds without adverse consequences. Must be able to climb in and out of vehicles repeatedly. Must be familiar with the hazards of construction sites and capable of safely accessing and traversing through sites of this nature.
Locate and mark utility infrastructure (Blue Staking) owned and maintained by the Logan City Public Works and Light & Power Departments. Coordinate with contractors, homeowners, other utilities, and others who request location of utilities. Interpret maps, GIS data and other Public Works records to determine location of utilities. Operate utility locating equipment. Collect and organize field data related to utility infrastructure.
Coordinate with City Engineer and public works utility personnel as needed to locate utilities.
Develop and maintain electronic records of blue stake requests and activities. Operate GPS equipment (survey and mapping grade) to locate and/or collect utility location data. Ensure electronic data collected in field is updated in City's software and GIS systems. Maintain electronic documentation and records of completed work. Train other Blue Stake and Public Works staff assigned to support Blue Staking.
Serve as an inspector for right of way permits and as a backup inspector for Public Works and Storm Water Inspections as needed. Locate and document Public Work assets using GPS equipment.
Perform other duties as assigned.
Knowledge, Skills, and AbilitiesKnowledge of and/or ability to learn the use of electronic equipment (i.e. computers, tablets, smart phones, mapping equipment, and utility location equipment, etc.).
Knowledge of and/or ability to use basic Microsoft Office software, Google software (i.e. Drive, Word, Spreadsheets, Meet, Email, etc.), Elements software, other software (i.e. Storm water tracking and Blue Staking) as may be used by City as part of daily work responsibilities.
Knowledge of the principles and methods applied in technical work associated with public works inspection. Knowledge in the use of materials and their placement in construction. Knowledge of the stages of construction and having the ability to identify, document, and communicate major defects and violations of City standards.
Knowledge of the practices, equipment, tools, and materials used in the installation of Public and Private infrastructure. Knowledge of the principles and practices of employee supervision and training. Skill in applying a variety of procedures and techniques in performing tests. Skill in the interpretation and explaining construction codes, plans, standards and specifications to construction workers and co-workers. Skill in establishing and maintaining cooperative working relationships with those contacted in the course of business.
Skill in communicating clearly and concisely, both orally and in writing.
