Role Purpose
The Construction Health & Safety Manager will be responsible for leading and managing all health, safety, and environmental (HSE) aspects of a live refinery construction project in Liverpool. The role will ensure full compliance with statutory requirements, client standards, and industry best practice, while promoting a strong, proactive safety culture across site.

The postholder will work closely with the client, principal contractor, subcontractors, and site leadership team to ensure safe delivery of works in a high-hazard, heavily regulated environment.

Key Responsibilities

Provide day-to-day health and safety support on a refinery construction project
Monitor site activities to ensure compliance with UK health & safety legislation, CDM Regulations 2015, and site rules
Carry out regular site inspections and safety tours, raising and tracking corrective actions
Review and provide input into RAMS, permits to work, and high-risk activity documentation
Support safe execution of high-risk works including hot works, lifting operations, confined spaces, and work at height
Assist with incident and near-miss investigations and support close-out of actions
Deliver site inductions, toolbox talks, and safety briefings as required
Liaise with site management, contractors, and client representatives on health & safety matters
Promote a positive safety culture through visible presence and practical engagement

Experience & Qualifications

Essential

Proven experience as a Construction Health & Safety Manager or Senior HSE Advisor on large industrial projects
NEBOSH Diploma (or equivalent)
Experience working on refinery, petrochemical, COMAH, or heavy industrial construction sites
Strong knowledge of UK health and safety legislation and CDM Regulations 2015
NEBOSH Construction Certificate (minimum)
IOSH membership (TechIOSH or GradIOSH) or working towards
Ability to operate confidently in a high-hazard, safety-critical environment
Strong communication skills with the confidence to challenge unsafe behaviours Desirable

Experience working within live refinery or brownfield environments
Previous contract-based or project-specific H&S role experience
