DescriptionZone 7 Water Agency is located in the Tri‑Valley region of the eastern San Francisco Bay Area. It provides water on a wholesale basis to the cities of Pleasanton, Livermore, Dublin, and the Dougherty Valley area of San Ramon, and flood‑protection services to all of eastern Alameda County.
Zone 7 employs approximately 116 full‑time employees and operates on an annual budget of $80.3 million. The agency’s administrative offices are located in Livermore, CA.
The agency is committed to providing a reliable supply of high‑quality water and an effective flood‑control system to the Livermore‑Amador Valley in a fiscally responsible, innovative, proactive and environmentally sensitive way.
PositionUnder general direction, the Environmental Health and Safety Program Manager plans, organizes, develops, implements, coordinates, and administers the agency’s environmental, health and safety, and emergency management program, including safety training, investigations, and ensuring compliance with applicable state and federal regulations.
This position will exercise judgment and initiative; maintain written procedures, reports, and compliance programs; coordinate safety‑training programs and the agency’s emergency management plan; and perform other duties as assigned.
The program manager is a single position located in the Maintenance Division and reports to the Maintenance Manager. The employee will perform administrative environmental, health and safety, and emergency response duties and provide first‑line supervision to assigned safety staff.
As an active and visible proponent of safety and emergency preparedness, the program manager fosters an agency‑wide safety culture that values and respects all contributions while ensuring compliance with applicable health and safety regulations.

Education: Associate Science degree from an accredited college or university in occupational safety and health or a closely related field.
Experience: The equivalent of four (4) years of full‑time, professional experience performing technical duties within safety, occupational health, environmental health, industrial hygiene, or hazardous materials programs, with at least two (2) years in a supervisory role.
