DEFINITION

Under general supervision, performs inspections and sampling of industrial, commercial, and residential sources of discharge to the wastewater and storm water systems to ensure compliance with Federal, State, and local regulations; inspects hazardous and toxic materials storage areas; reviews building plans for compliance with building code regulations and to ensure discharger compliance with all applicable regulators; conducts public outreach activities; and performs other duties as assigned.

DISTINGUISHING

CHARACTERISTICS

This is a journey level classification in the source control series. Incumbents initially perform the more routine assigned duties and work under close supervision. However, as experience is gained, incumbents are expected to perform the full range of duties as assigned with increasing independence. This class is distinguished from the WR Source Control Technician which is the trainee level job classification requiring no direct experience.

It is further distinguished from the Water Resources Coordinator in that the latter assumes administrative and supervisory responsibility for the source control program and the assigned source control staff. This classification is distinguished from all other technical classes of the City by its specialized assignments in support of a variety of environmental compliance programs. The duties of the class involve courteous, effective, and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.

Persons assigned to this class perform or assist in performing all functions associated with the City’s Pretreatment, Pollution Prevention, and Stormwater programs.

SUPERVISION RECEIVED

Supervision is provided by the Water Resources Coordinator. Work assignments and direction may also be received from the Public Services Supervisor.

SUPERVISION EXERCISED

May provide training, assigning and prioritizing work of interns and temporary employees.

FIELD OPERATIONS FUNCTIONS
  • Inspects wastewater discharge sources, site runoff, and hazardous materials facilities.
  • Collects and analyzes samples; operates and maintains sampling equipment.
  • Conducts educational outreach events and presentations.
ADMINISTRATIVE FUNCTIONS
  • Reviews plans for compliance with regulations; processes permits.
  • Maintains records and prepares correction and enforcement orders.
  • Gathers evidence for administrative and legal action; recommends ordinance changes to comply with State and Federal regulations.
  • Assists in preparation of recommendations for legal action; recommends enforcement action.
  • Works persuasively and tactfully to gain cooperation of industrial and commercial firms and residents in resolving problems.
  • Works closely with Fire Department to coordinate hazardous materials activities and record keeping.
  • Uses personal computer to perform word processing, spreadsheets, and specialized functions.
DEMONSTRATED KNOWLEDGE OF
  • Nature and types of wastes generated by industrial, commercial, and domestic dischargers.
  • Flow measurement and sampling methods; "chain of custody" procedures.
  • Federal and State regulations; chemistry of industrial and commercial wastes, including compatibility of wastes with treatment processes.
  • Toxic and hazardous materials storage and management; physical and chemical analytical methods as applied to waste monitoring.
  • Federal and State monitoring and reporting requirements.
  • Effective communication techniques; effective public relations; industrial processes; and personal computer operating systems and software applications.
DEMONSTRATED SKILLS TO
  • Safely and accurately measure flows, sample wastes, and perform analyses.
  • Maintain accurate, up-to-date records.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate effectively both orally and in writing with dischargers, other City personnel, regulatory agencies, and the general public.
