OverviewGCC Technologies is sourcing applicants for Senior Level Acquisition Specialists to remotely support the Department of Veterans Affairs. Candidates will support several different regions:
Houston TX, New Orleans, Alexandria, Shreveport LA, Biloxi, Jackson MS, Fayetteville, Little Rock AR, Pensacola FL.
The U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Regional Procurement Office - Central (RPO‑C) Network Contracting Office 16 has a need for Contract Support Services to assist with various procurement requirements.
Qualifications- Minimum 5 years (within the last
7) of relevant acquisition support experience. - Extensive knowledge of FAR, Veterans Affairs Acquisition Regulation (VAAR), and other applicable regulations and policies.
- Documented experience of pre- and post-award acquisition processes and related training or certifications.
- Bachelor's degree in any field or at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- Federal Acquisition Certification in Contracting (FAC‑C Level I, II, or III), FAC‑C (Professional), or DAWIA Level III in Contracting certification; or completion of commercial courses equivalent to certification.
- Construction/Architect-Engineering (AE) Specialized
Experience:- 3 years in developing AE solicitations and administrating AE contracts and modifications.
- 3 years in developing construction solicitations and administering construction contracts and modifications.
- Complex Service Contracts (e.g., Health Care Contracts):
- 5 years in developing complex service solicitations and administering complex service contracts and modifications, with in‑depth knowledge of FAR 13/15 and medical terminology.
- Leasing and Specialized Contracts:
- 2 years developing real property/lease related solicitations, contracts, and modifications, with familiarity in real property leasing and related agreements.
- Excellent time management and writing skills.
- Collaboration with customers and stakeholders across multiple sites to standardize requirements.
- Refining and improving source selection criteria.
- Conducting gap analyses and understanding cost elements of healthcare resource services or products.
- Advisory support and preparation of procurement packages in compliance with VA policy, federal and state laws, and regulations.
- MS Teams, Word, Excel, Outlook, PowerPoint, Internet Explorer, Edge, SharePoint, Adobe Acrobat, Google Chrome.
- Government contract writing systems;
System for Award Management (SAM.gov);
Contractor Performance Assessment Reporting System (CPARS); FPDS‑NG; GSA eBuy/GSA Advantage!;
Small Business Administration (SBA.gov).
The contractor shall ensure all personnel can read, write, and speak English fluently, and effectively communicate orally and via email and MS Teams.
