Position specifics:
This position is responsible for the direct supervision of two liaisons in addition to the responsibility of reviewing twenty-eight agencies' periodic reviews and year-end closing books prepared by various liaisons. This position is also responsible for: the preparation of the year-end journal entries and acfr notes pertaining to cash/investments/accounts receivable, monitoring ap/grir/y-vouchers, the preparation of monthly periodic review checklist, the preparation of year-end closing books and checklist, and monitoring and supervision the accrual report on prepaid expenses (in aasis).
The position is required to answer questions, concerning the areas that he/she is responsible for, from the acfr group and state agencies.

Job summary
The accounting manager is responsible for overseeing the daily operations of the accounting department within a department. This position plays a crucial role in managing the agency's financial activities, ensuring accuracy in financial reporting, compliance with state and federal regulations, and the efficient processing of financial transactions. The accounting manager will supervise accounting staff, develop and implement accounting systems, and assist in budget preparation, audits, and process improvements.
Primary responsibilities
Oversee and manage the daily operations of the accounting department, ensuring the efficient processing of accounts payable, accounts receivable, payroll, and other financial transactions. Ensure all financial transactions are recorded accurately and timely, in compliance with applicable accounting standards, regulations, and departmental policies. Supervise the preparation of financial statements, ensuring they are complete, accurate, and meet reporting deadlines. Lead and manage the accounting team, providing mentorship, training, and professional development opportunities.
Conduct performance evaluations for staff, offering constructive feedback and identifying opportunities for skill development. Assist in the preparation, analysis, and management of departmental budgets, ensuring adherence to approved limits. Ensure that the agency's accounting practices comply with state, federal, and departmental regulations, including those specific to government accounting. Prepare financial reports for internal and external auditors, ensuring that all necessary documentation is accurate and available.
Coordinate the agency's financial audits, ensuring timely and accurate responses to audit inquiries. Perform in-depth financial analysis and generate financial reports to assist in strategic decision-making.
Knowledge and skills
Comprehensive understanding of accounting principles, practices, and financial reporting, particularly in government settings. Ability to prepare, analyze, and present financial statements, reports, and budgets. Familiarity with state and federal financial regulations, government accounting standards, and compliance requirements. Advanced skills in accounting software and systems (e.g., people soft, oracle, quickbooks) and microsoft excel (including pivot tables, complex formulas, and data analysis).
Minimum qualifications
A bachelor's degree in accounting, finance, business administration, or a related field from an accredited college or university, plus 5 years of accounting experience.
Licensure/certifications
