The OpportunityAre you ready to shape the future of global security? The Intelligence Sector at Leidos currently has an opening for a Program Analyst – Requirements Manager to work in our Linthicum, MD location. This is an exciting opportunity to support a U.S. Government partner responsible for enterprise requirements management, portfolio analysis, and performance oversight. In this mission, we provide comprehensive analytical and program management support that strengthens planning processes, aligns resources with strategic priorities, and improves enterprise performance visibility.
You will work directly with leadership to support requirements intake, adjudication, and prioritization processes. This role offers the opportunity to drive measurable improvements in enterprise efficiency and mission execution.

Contract Status:
Proposal Phase/Contingent Upon Award.
Security Clearance: U.S. Citizenship with an Active or Current DoD TS/SCI required. We are not able to sponsor the clearance requirement.
What you’ll be doing:The Program Analyst conducts comprehensive research and analysis on complex enterprise requirements and portfolio management issues using diverse data sources and methodologies. This includes in-depth analysis of requirements submissions, cost considerations, operational impacts, and cross-functional dependencies. Responsibilities include identifying trends, bottlenecks, and improvement opportunities while maintaining accurate and defensible documentation.
The individual manages complex portfolio projects from start to finish, developing schedules, dashboards, and performance tracking metrics. They establish and maintain enterprise processes for requirements intake and performance measurement while monitoring progress and resolving issues as needed. This role involves collaborating with stakeholders across multiple directorates, preparing executive briefings, and facilitating decision‑making forums. The analyst prepares communication materials and responds to inquiries to ensure clear and concise reporting across the Department and broader federal community.
Needed Experience, Skills, andEducation:
- Bachelor’s degree and 8 or more years relevant experience (or equivalent advanced degree/experience combination). Additional years of experience may be considered in lieu of degree.
- Experience leading complex federal projects
- Experience with requirements development and portfolio management
- Experience developing and managing schedules using MS Project
- Knowledge of Earned Value Management principles
- Strong analytical and report‑writing skills
Preferred Experience , Skills, and
Education:
- Experience supporting federal acquisition or capability development processes
- Master’s degree in Program Management, Public Policy, or related field
- Familiarity with change management processes
- Experience building executive dashboards
Experience:
