Northrop Grumman Mission Systems (NGMS) is seeking a Subcontract Manager 2 to support the Troy Hill site’s programs out of the Land & Maritime Systems (LMS) Business Unit (BU) within the Maritime/Land Systems and Sensors (MLSS) Division.

Role Overview
  • Develops subcontract/purchase order specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  • Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract/purchase order provisions, selects or recommends subcontractors/suppliers, writes awards, and administers resulting subcontracts/purchase orders.
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts/purchase orders.
  • Participates with contracts administration to develop subcontract/procurement policies and procedures.
  • Lead and grow a high performing team of up to 10 Subcontracts Administrators and Buyers.
  • Manage the full subcontract/procurement lifecycle for the Troy Hill site’s programs in the LMS BU.
  • Ensure priorities align with business objectives, maintain strong program team engagement, and communicate status to NGMS and GSC stakeholders.
Essential Skills
  • Contracting Expertise – Deep knowledge of Department of War (DoW) and non-DoW contracting terms and conditions, compliance, and lifecycle processes
  • Leadership & Communication – Proven ability to lead a diverse team, increase employee engagement, articulate strategies orally and in writing, and negotiate effectively
  • Strategic Thinking – Experience in developing subcontracting/procurement strategies that align with business and program goals
  • Stakeholder Management – Track record of engaging cross functional teams and communicating status to senior stakeholders
Key Responsibilities
  • Leadership & Development – Mentor, coach, and assign workloads to drive timely execution of daily requirements and increase employee engagement
  • Program Integration – Build effective relationships with functional teams; translate program needs into clear procurement actions
  • Strategic Procurement – Design and negotiate long term agreements, sourcing partnerships, and continuous improvement initiatives that enhance efficiency and compliance
  • Policy & Process – Contribute to the evolution of agile, efficient, and compliant GSC policies and procedures
  • Compliance – Ensures compliance with all regulatory and public law requirements as well as company (and business) policies and procedures including import/export regulations
Other Responsibilities Include but Not Limited To:
  • Lead, mentor, coach, guide, motivate, challenge, train, and support team of 4-5 subcontract administrators and buyers
