Overview
The Linden Cogeneration Plant is a 980 MW natural gas combined-cycle cogeneration facility located within the Phillips 66 Refinery in Linden, NJ. In addition to generating electricity, the plant provides process steam to the refinery. The plant is equipped with five GE 7EA gas turbine generators and one GE 7FA gas turbine generator, each exhausting into a Heat Recovery Steam Generator (HRSG).
The HRSGs are connected to a common steam header, which supplies steam to three steam turbines and the adjacent refinery.
The Environmental, Health, and Safety (EH&S) Manager at the Linden Cogeneration Plant will be responsible for ensuring compliance with federal and New Jersey state environmental, health, and safety regulations, including OSHA, RCRA, CAA, NPDES, and others, while driving a culture of safety and environmental responsibility. This role involves developing and implementing site-specific EHS programs, managing critical permits such as Title V, POTW, SWPP, and SPCC, and ensuring the plant maintains its OSHA VPP certification.
The EH&S Manager will lead the site’s EHS initiatives, collaborating with operations teams to proactively mitigate risks, conduct audits, deliver training, and oversee continuous improvement efforts in environmental and safety performance.
- Maintain an in-depth knowledge of existing and proposed federal and New Jersey state regulations, including OSHA, RCRA, CAA, NPDES, TSCA, CWA, DOT, and other relevant environmental, health, and safety regulations.
- Develop site-specific EHS programs and plans in accordance with both New Jersey state and federal regulations, including the management of Title V Permits, POTW permits, SWPP, SPCC plans, and compliance documentation.
- Plan and implement safety policies and procedures in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations, ensuring alignment with New Jersey-specific regulatory requirements.
- Plan and implement training programs for personnel on worksite safety practices, fire prevention, and correct handling techniques for chemicals, toxins, equipment, and other materials.
- Collaborate with Operations Teams to ensure effective implementation of all plant EHS Management Systems, utilizing prescribed scorecard systems for performance evaluation.
- Drive EHS compliance through audits, process/equipment reviews, proactive risk elimination, and managing agency inspections and disputes.
- Lead the Compliance Assurance program at the site, ensuring adherence to all regulatory requirements and operational safety standards, including Title V compliance.
- Ensure completion of continuous emissions monitoring system (CEMS) reporting in accordance with Title V permit requirements, enforceable by applicable environmental regulatory agencies.
- Provide leadership on the plant safety committee and within the site management team, driving EHS initiatives, values, and OSHA VPP compliance across the site.
- Perform site audits to identify non-compliance and work with management teams to implement corrective actions.
- Conduct thorough incident/accident investigations and develop corrective and preventative action plans in accordance with regulatory requirements.
- Leverage EHS expertise to provide technical and regulatory support to Operations teams and coordinate compliance efforts with external contractors, ensuring adherence to New Jersey-specific and other applicable regulations on-site.
- Compile and submit periodic reports to headquarters, detailing EHS performance, regulatory compliance, and audit results.
- Support site security and emergency response needs and act as a liaison to the Local Emergency Planning Committee.
- Serve as a liaison to the community and local industrial groups as needed, fostering positive relationships and ensuring transparency in EHS practices.
