the administration for children’s services (acs) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. Acs manages community-based supports and foster care services and provides subsidized childcare vouchers. Acs child protection staff respond to allegations of child maltreatment. In juvenile justice, acs oversees detention, placement, and programs for youth in the community.
the office of permanency specialist, a subunit of the office of strategic program support (osps) within the office of family permanency services (fps), is seeking a senior practice specialist (sps) to act as the fps point of contact to promote best permanency practices for provider agencies and other child welfare system stakeholders. Spss provide permanency-related technical assistance and support to the foster care agencies.
Spss have oversight for and are responsible for providing data analysis, consultation, and agency-specific technical assistance toward the improvement of their permanency practices and outcomes.
- lead and oversee a portfolio of provider agencies with the following key functions and responsibilities:
- work directly with foster care agencies to identify permanency bright spots and promising practices to share systemwide and identify and address challenges
- partner with foster care agencies, legal partners (fcls and the family court), and other areas within fps/acs to move permanency forward – both on individual cases and subcategories of cases (e.g., adoption and kingap cases, trial discharge cases)
- collaborate with provider agencies, acs, and other stakeholders to promote best practices and improve outcomes for children and families
- analyze permanency trends – system-wide and by agency to identify agencies and permanency areas in need of support
- utilize and provide feedback on various ta framework tools
- develop permanency tools and resources that support enhanced permanency business processes and best practices at the foster care agencies
- conduct agency-specific data analysis: identifying agency strengths and challenges, developing strategies to address barriers to permanency and create an agency profile to inform evidence-based practices
- gather qualitative data to assess the performance of provider agencies to identify best practices and bottlenecks impacting permanency efforts
- provide intensive technical assistance and support to provider agencies to enhance their permanency efforts and promote continuous quality improvement
- create presentations for leadership meetings, developing technical assistance sessions based on agency needs and sharing best practices and lessons learned across the system
- monitor provider agency improvement efforts and utilize a broad range of accountability tools
- help advance best practices and continuous improvement across acs and provider agencies by providing technical assistance covering case practice, business process and performance management
- facilitate peer technical assistance between provider agencies and provide support, guidance, and technical assistance to provider agencies on new policies
- produce reports, slide decks, and power points by aggregating and analyzing data on technical assistance efforts, areas in need of improvement and successes
- answer provider agency questions, clarify acs/ocfs policies and procedures and troubleshoot case planning issues
- link foster care agencies to all available resources within acs
- perform other related duties as required
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
