the new york city department of homeless services (dhs) is the largest organization in the united states dedicated to preventing and addressing homelessness. In partnership with other city agencies and nonprofit organizations, dhs works to prevent homelessness before it begins, reduces street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity.

dhs is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of new yorkers experiencing homelessness.

the division of shelter intake oversees the day-to‑day operations of the agency’s single adult, adult families and families with children shelter application systems, both directly run and contracted providers. The division is responsible for ensuring that all directly run and contracted provider sites operate within established budgets, ensure the health and safety of the individuals, and comply with all legal mandates, including federal, state, local laws, and regulations.

This division is responsible for making sure that services to the city’s most vulnerable population are delivered 24 hours a day, seven days a week, 365 days a year and throughout the five boroughs.

responsibilities
  • direct, manage and exercise functional control over the division’s single adult intake center, adult family, intake center (afic) and family with children intake center (path). Directly oversee operated/contracted assessment and conditional shelter system, which function 24 hours a day, 7 days a week.
  • oversee the daily activities of shelter intake division, partner with appropriate providers to develop intake specific referral sources for shelter alternatives with the goal of assisting new applicants to live independently.
  • effectuate specialized case management initiatives with aggressive and creative strategies to assist all homeless individuals and families to move into permanent housing.
  • manage external relations with contracted service providers, governmental agencies, oversight bodies, and community groups and organizations.
  • advise and consult with the associate commissioner and other senior agency staff, on all matters pertaining to single adults, adult families, special populations and family with children. Ensuring the deputy commissioner is up to date on all matters related to the unit.
  • administer the provision of shelter and related client services to single adults, adult families and families with children in both directly operated and contracted facilities throughout the city and ensure compliance with administrative directives, city local laws, and otda requirements.
  • administratively control the contracting process, including the budgeting, financial and legal aspects. Provide all relevant information for the unit leadership, ensuring training compliance for the unit.
  • execute cutting practices in homeless services delivery relating to shelter intakes, effectiveness and organizational applicability.

minimum qualifications
  • a baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
