Major Responsibilities
  • Under direction of the Deputy Commissioner/Chief Operating Officer, with great latitude for the exercise of independent judgment, manage budget and staff; establish and assess borough operations policy, priorities and standards.
  • Plan, coordinate and direct the delivery of maintenance and operations, technical services, horticulture, borough crews and capital project programs for the borough.
  • Obtain and sustain acceptable Parks’ Inspection Program (PIP) ratings; implement other applicable evaluation programs.
  • Analyze and adjust operations based on performance measurements and customer satisfaction.
  • Participate with the Borough Commissioner in the formulation of community relations policy and procedures; help translate plans into working programs.
  • Develop procedures for administration of short‑term special projects and borough events.
  • Serve as an agency representative in mediating situations involving employees, community groups and/or labor unions, which are of a sensitive or complex nature.
  • Review, analyze and approve capital project proposals, plans and related documentation. Inspect capital construction projects as needed before final acceptance.
  • Attend meetings on behalf of the Commissioner and communicate key updates and decisions.
  • Continuously endeavor to improve the delivery of services to the public, utilizing all borough resources effectively and efficiently.
  • Ensure that staff members are provided with topical and comprehensive training to facilitate career development and personal enrichment.

Minimum Qualifications
  • A baccalaureate degree from an accredited college and four years of full‑time experience in one or more of the following fields: park management, park or urban rehabilitation, urban or regional planning, horticulture or forestry, historic preservation, architecture, land‑scape architecture, engineering, recreation, public sector budgeting, or related fields, at least 18 months of which must have been in an administrative, managerial or executive capacity, or in supervision of professional staff working in any of the above-mentioned areas;

    or
  • Education and/or experience equivalent to 1 above. However, all candidates must have 18 months of administrative, managerial, executive, or supervisory experience as described in 1 above.
  • Preferred Skills
  • Excellent supervisory, project management, administrative, analytical and communication skills.
  • Demonstrated senior‑level experience managing extensive and complex fleet operations.
  • Demonstrated ability to develop and implement new programs and manage multiple stakeholders.
  • Strong familiarity with agency operations and sustainability measures.
  • Ability to anticipate and respond to unexpected situations. Excellent problem‑solving skills.
