The Executive Advisor for Strategic Initiatives serves as a senior leader within HPD, responsible for developing, coordinating, and executing cross-cutting strategic priorities that advance the Department's mission. This role requires a visionary thinker who can translate complex policy challenges into actionable initiatives while building alignment across multiple divisions and external stakeholders.
Key Responsibilities- The Executive Advisor for Strategic Initiatives will lead the identification and implementation of strategic initiatives that enhance HPD's ability to preserve and create affordable housing, strengthen neighborhoods, and improve outcomes for New York City residents. This includes conducting research and analysis to inform policy development, coordinating with division leaders to ensure initiative alignment with operational priorities, and managing high-priority projects from conception through implementation.
- The position requires building and maintaining relationships with partner agencies, community-based organizations, elected officials, and other stakeholders to advance strategic goals.
- The Executive Advisor will represent HPD in interagency working groups and policy discussions, prepare briefing materials and presentations for senior leadership and external audiences, and track initiative progress while adjusting strategies as needed to ensure success.
- Additionally, this role involves identifying opportunities for innovation in program design and service delivery, analyzing emerging trends in housing policy and urban development, and mentoring staff involved in strategic projects.
A baccalaureate degree from an accredited college or university and ten (10) years of satisfactory, full-time, executive-level housing and/or urban planning/policy experience, including professional experience in real estate development, real estate finance, housing policy, and/or community development. Ability to analyze and recommend policies and procedures with strategic foresight. Ability to propose innovative approaches to complex problems. Ability to present the agency’s position in meetings with high level officials and other government and private entities.
Demonstrated supervisory and management experience.

Residency RequirementNew York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
