Job Description
The Marketing & Finance Manager handles the core fiscal and budgetary duties of the Nebraska Ethanol Board, including the documentation of invoices, compilation of expense reports, preparation and presentation of financial statements for board meetings, and timesheet accounting and submission. This position also is responsible for the agency's external-facing marketing and promotional efforts, including physical merchandise, digital advertising, promotional events, sponsor ships, and occasional event planning.
This position also serves as the agency's office coordinator and caretaker, including management of the physical office and the agency's digital presence.

Job Duties Budget/Accounting (Planning, Forecasting and Reporting)- Prepare and monitor revenue, spending forecasts and agency budget. Assist in comparing actual expenditures against budget appropriation, reviewing/tracking expenditures on a continual basis. Evaluate and approve agency expenditures based on what the board has granted.
- Establish and maintain proper systems of accounting and purchasing. Ensure accuracy of records and compliance of transactions with established policies/procedures. In conjunction with Dept. of Ag Accounting, be responsible for processing accounting documents, properly identifying and classifying each transaction submitted. Maintain internal control by auditing general ledger and accounting printouts, calculations, voucher reports, cash balances and fiscal year appropriation. Prepare and maintain reports for Board of Directors.
- Process purchasing requests; secure estimates for needed supplies/materials/services; choose vendors; and enter contracts and receipt of goods into the procurement system.
- Prepare and submit all agency legislative fiscal impact notes and prepare materials for agency appropriations hearing. Work with Budget Office in preparation of Governor’s Budget request. Attend State Accounting and Budget Office meetings/training workshops as needed.
- Assist in the preparation of the organization's budget by gathering input from agency administrators/managers, preparing draft documents for review/approval by higher authorities, and assist Dept. of Ag Accounting in entering final budget recommendations into the budget request system.
- Maintain continuous inventories of the organization's fixed assets. Determine when items need to be replaced. Determine/process surplus equipment, material and/or property.
- Become familiar with and remain current with Enterprise 1 programs (budget and personnel software program.) Be able to assist agency staff with appropriate E1 functions.
- Tracking outside revenue now being deposited into two new business units: (NEB-hosted Conference & Events); (Research). Ensure it is accounted for and remains separate from our regular agency revenue, as these deposits are only to be spent for specific purposes, not our general operating fund.
