Bureau

of Accountancy

The Bureau of Accountancy is responsible for the preparation and fair presentation of the City’s accounting and financial statements. It is also responsible for preparing the Annual Comprehensive Financial Report (ACFR), which provides transparency into the City of New York’s financial health and integrity. In addition to promoting fiscal stability through the production of the ACFR, the Bureau of Accountancy ensures that the City’s vendor database is accurate and up to date to allow for efficiency in the processing of payments for businesses and individuals who are in contract with the City, as well as claims, workers’ compensation, labor law, line of duty, certificate of residency and all vendor payments in general.

These efforts gain the public’s trust and allow for continued assessment into the City’s financial transactions to identify opportunities for improvement and engage with City agencies to ensure results.

Unit Chief Responsibilities

Under the supervision of the Division Chief of Fixed Assets, the Unit Chief will supervise the daily and year end ACFR related Lease Reporting Unit functions.

  • Supervise and evaluate staff, including training, establishing tasks and standards, and performing annual employee evaluations
  • Establish and update policies and procedures for the financial reporting of lease agreements and right to use assets in the City’s Financial Management System (FMS)
  • Review and stay abreast of changes in governmental accounting standards to be able to amend current operations in order to comply with the change in requirements
  • Monitor and approve data within the lease module of FMS and correspond with City agencies to ensure accuracy of data
  • Oversee the processing of encumbrance and payments as they relate to Condemnation awards as requested by the Real Property Division
  • Oversee the Unit’s year‑end responsibilities as it relates to journal entries, reporting and applicable note disclosures, for the preparation of the ACFR
  • Act as audit liaison for lease requests during the citywide financial statement audit conducted by the City’s independent auditors
  • Work on various special projects as assigned

ACCOUNTANT - 40510

Minimum Qualifications
  • A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
  • A valid New York State Certified Public Accountant license. To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant – Assignment Level I or at least two years of satisfactory full‑time professional accounting or auditing experience.
Preferred Skills
  • Knowledge of FMS and Info Advantage required
  • Understanding of governmental accounting standards, specifically Governmental Accounting Standards Board, statement nos. 87, 94 and 96, required
