The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP’s water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

Position

Summary

The Bureau of Water Supply seeks to hire an Administrative Engineer (NM) for a position in the Support Services Division within the Drinking Water Operations (DWO) Directorate, located in Kingston, New York. The Support Services Division leads, assesses, plans and manages the BWS Dam Safety program, the BWS Job Order Contract (JOC’s) Program, the BWS Hydroelectric Plants, the DWO Engineering, Design and Capital Improvements Program and provides Electrician and Surveying operations and maintenance services to support the structural, operational and EHS needs of the Directorate and the Bureau.

Key Responsibilities
  • Manages Contracts directs technical project management operations including project planning, budget and scope development and design management for the Bureau.
  • Performs difficult, responsible, and complex work in planning, researching, and coordinating the construction of capital works, repairs, and upgrades for Bureau wide assets.
  • Serves as team leader on Job Order Contracting projects including assistance with preparation of scopes of work, plans, specifications, and estimates; attends meetings with contractors; performs periodic inspections of projects; and completion of management reports for projects of small to large size of varying complexity.
  • Completes and/or coordinates research, drawings, and specifications with significant focus on preparing construction bid documents for small projects which will now be completed under separate in-house design and competitive bid/build.
  • Represents the Division and Directorate at project review meetings and serves on related committees in an advisory capacity. Coordinates and inspects construction and installations performed by regional work force.
Physical Demands

The candidate will need to be able to walk up and down steep embankment dams, negotiate ladders and scaffolding, make confined space entries, walk down and up numerous flights of stairs within the dam release chambers, negotiate rough terrain on watershed lands or construction sites and in all kinds of weather and day/nighttime conditions. This is required to plan for or check on work progress, to identify issues and investigate incidents.

Conditions

Administrative Engineers may be required to work shifts including nights, Saturdays, Sundays, and holidays.

Minimum Qualifications
  • A valid New York State License as a Professional Engineer.
  • Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
Preferred Skills
  • Knowledge of Microsoft Office Suite including Word, Excel, Power Point.
  • Working knowledge of AutoCAD.
  • Read, develop, and apply project plans and specifications.
  • Ability to perform basic mathematical and statistical calculations.
  • Technical Writing and Database Manipulation skills.
  • Communication, Decision Making, Time Management Skills.
  • Licensed and able to drive a motor vehicle.
