Position Overview

TITLE:

ADMINISTRATIVE PROJECT MANAGER (M2)

To be considered for this position, the candidate must be serving permanently in the title or be reachable on the list.

This position will lead the Division of Bridges Project Delivery Group and will report to the Division of Bridges Assistant Commissioner of Finance & Performance Management. The Chief Scheduler will be responsible for scheduling oversight for the Division’s capital projects program, maintaining a management information system to provide data for the planning and control of project development, and providing input on project time and cost schedules.

The Chief Scheduler will maintain schedules, review and communicate with project teams, develop and oversee the creation of project baseline Critical Path Method (CPM) schedules, provide scheduling assistance and education, recommend corrective actions and recovery plans, assist in the review of liquidated damages, and ensure that division scheduling problems and risks are addressed. The role will also conduct periodic meetings with project teams, develop portfolio and program schedules, provide support to in‑house design staff, review contractors’ baseline schedules, and provide training to in‑house staff on Oracle Primavera P6/P3.

The Chief Scheduler will provide oversight, mentorship, and training to new team members and perform other related duties as needed.

Responsibilities
  • Develop and/or oversee the development of project baseline CPM schedules in accordance with guidelines.
  • Provide support, scheduling assistance, and education to project teams.
  • Recommend corrective actions and/or develop recovery plans when project delays are anticipated or occur.
  • Assist in the review and assessment of liquidated damages due to delays.
  • Develop realistic activity durations based on production rates and available manpower.
  • Review and provide input on RFPs and contract language to ensure division scheduling problems and risks are addressed.
  • Conduct periodic meetings with project teams to review and assess project status, scheduling risks, and issues.
  • Develop and update portfolio and program schedules in collaboration with bureau heads and project managers.
  • Provide support to in‑house design staff by establishing contractual construction performance periods through the development of CPM construction schedules.
  • Review contractors’ baseline schedules, monthly updates, and narratives for reasonableness and contract compliance.
  • Review and comment on contemporaneous and As‑Planned vs As‑Built delay analyses and contractor delay claims.
  • Provide oversight and mentorship to new team members.
  • Provide training to in‑house staff on Oracle Primavera P6/P3 when needed.
  • Perform other related duties and special assignments as needed.
Minimum Qualifications
  • A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full‑time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • A four‑year high school diploma or its equivalent and nine years of experience as described in the first qualification, with two years in an administrative, managerial, executive or supervisory capacity.
  • Education and/or experience equivalent to the first or second qualification, with one year of experience credit for each 30 semester credits of college or university education, an accredited master’s degree, a J.D. degree, or a valid New York State license as a professional engineer, registered architect or landscape architect. All candidates must have the two years of administrative, managerial, executive, or supervisory experience as described above.
