Job Description

The Nebraska Department of Health and Human Services, Office of Procurement and Grants within the Operations Division, is seeking a talented individual to fill the role of Deputy Contracts Administrator. This pivotal position offers essential support services to stakeholders throughout the agency, ensuring seamless operations and optimal service delivery. What

You Will Do As a Deputy Contracts Administrator
  • Manage established agency contracts for goods and services to ensure the delivery of outcomes in line with contract objectives, government and customer requirements.
  • Monitor contract performance and compliance in accordance with the contract, contract management plan, risk management plan and organizational policies and procedures.
  • Establish and maintain strong business relationships with stakeholders and suppliers including effectively managing contract enquiries, issues, disputes, variations, and risks; undertaking negotiations with suppliers as required.
  • Ensure customer satisfaction is a high priority and stakeholders receive responsive and proactive services where Agency representatives are engaged and feedback is sought.
  • Research and analyze contract related information including supplier contract and provide reports regarding contract activity and performance (including Agency reporting).
  • Manage allocated contract implementation and transition, including management of supplier and Agency activities.
  • Compose and maintain complex up to date across agency contract documentation (including contract management plans), procedures, data and records to ensure timely communication to Divisions.
  • Provide advice and support to the Chief Financial Officer, Contracts Administrator, and Procurement Administrator regarding contract establishment process including identifying opportunities to improve procurement outcomes, efficiency and value.
  • Provide leadership, advice, training and support to staff within the agency and procurement services.
  • Train agency staff regarding contract management principles.
Requirements / Qualifications

Minimum Qualifications
:
Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and experience in program planning, implementation, monitoring, evaluating program functions or supervising/management staff and budgets. Related coursework, training and/or education may substitute for the Bachelor’s degree on a year-for-year basis.

Preferred Qualifications
  • Bachelor's degree from an accredited college in business (i.e., accounting, finance, business administration, human or social services, management or related), Public Administration, Law or Supply Chain Management with 3 years or more of professional experience.
  • OR 1+ years of related experience with a Master's degree in Business Administration (accounting, finance, or business administration and management), Public Administration, Supply Chain Management.
  • OR A Juris Doctorate (JD). Applicable professional certifications will also be considered.

Other: Position is on-site at the Nebraska State Office Building in Lincoln.

Knowledge / Skills / Abilities

Knowledge of: the principles and techniques of management; business and management principles including planning, budgeting, resource allocation and human resources; the principles of grant writing and grant administration; the techniques of research, planning and evaluation; work performance or other standards of development; program analysis/evaluation; policy development.

Skill in: communicating to convey information so others will understand.
