Job Summary: The Operations and Licensing Administrator provides senior level operational, fiscal, and licensing leadership for the Nebraska Liquor Control Commission. This position is responsible for managing statewide liquor licensing operations, supervising the licensing division, overseeing budget and expenditure monitoring, and implementing process improvements to ensure efficient, consistent, and compliant regulatory services. Reporting directly to the Executive Director, the Administrator serves as the central point of accountability for licensing workflows, internal controls, and operational performance, while supporting executive decision‑making through data analysis, policy recommendations, and organizational coordination.

Job Duties- Directs and oversees all liquor licensing operations for the Commission, including supervision of the licensing division, assignment and prioritization of work, performance management, workflow oversight, and resolution of licensing issues.
- Makes sure accurate statewide licensing records are maintained and provides responsive customer service for licensees, applicants, and stakeholders.
- Oversees operational budget monitoring and expenditure tracking within delegated authority; supports commission‑wide budget development and fiscal planning; coordinates procurement and vendor activities; establishes and maintains internal controls; and ensures compliance with state fiscal and administrative requirements.
- Provides financial and operational analysis to support Executive Director decision‑making and planning.
- Leads continuous improvement initiatives to modernize licensing systems, streamline workflows, improve data accuracy, and enhance organizational efficiency.
- Develops and implements standard operating procedures, performance metrics, and process improvements across divisions; evaluates technology and system needs; and coordinates cross‑functional efforts to strengthen service delivery, transparency, and accountability.

- Minimum Qualifications: Bachelor's degree in business administration, accounting, finance or related field plus four years related experience, two of which must be in a responsible supervisory capacity. Related work experience may substitute for the Bachelor’s degree requirement on a year‑for‑year basis.
- Preferred Qualifications: Experience coordinating cross‑functional operations and providing recommendations to executive leadership; familiarity with Nebraska state government operations, administrative processes, and transparency requirements;

- Knowledge or ability to learn state liquor regulatory statutes, administrative rules, and licensing processes.
- Knowledge of public‑sector budgeting, fiscal controls, expenditure monitoring, and financial reporting.
