Position: PERT CASE REVIEWER

APPLICANTS MUST BE PERMANENT IN THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE

The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory and contractual standards.

Within AO, is the Office of Quality Assurance & Fiscal Integrity conducts complex internal audits and quality control reviews to identify areas of programmatic deficiencies. Within that area is the Process Evaluation Review Team (PERT). The unit analyzes error trends and determines the need for corrective action plans and/or training.

PERT is responsible for assessments and evaluations of workflows and processes in the FIA SNAP Centers. The timely reporting of error findings/issues can result in a reduction to New York City's SNAP payment error rate and minimizes the potential for fiscal sanctions. Additionally, identification of problems and issues can prevent derogatory external audit findings.

The Office of Quality Assurance and Fiscal Integrity are recruiting for (1) one Principal Administrative Associate II to function as a PERT Case Reviewer, who will:

  • Conduct NCA Supplemental Nutrition Assistance (SNAP) case reviews. Monitor compliance with mandated deadlines of eligibility (determination or applications and recertification measures timelines of expedited SNAP requests.
  • Review for appropriate case processing. Measure timeliness and adequacy of notices. Review accuracy of case denials and/or closings.
  • Observe on-site application and recertification interviews at FIA SNAP locations citv-wide to measure quality of service and accuracy of action(s) taken, professional demeanor of interviewer, correctness of information relayed during customer interaction and determine whether appropriate action was taken.
  • Review case file information, Paperless Office System (POS) entries and Welfare Management System (WMS) to determine if all eligibility factors were accessed correctly and performed timely.
  • Review WMS data to report on the appropriateness and accuracy of the system generated output/coding based on SNAP case activity view.
  • Participate in meeting with center and regional managers to discuss review findings, SNAP center reviews conducted and facilitated corrective action plans.
  • Perform other related process reviews as required.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
