The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Office of the General Counsel/Fair Hearing Administration is requesting to recruit one (1) Clerical Associate III to function as a Group Clerk in the Fair Hearing Tracking Monitoring and Review Unit (FHTMRU). FHTMRU comprises of the Centralized Fair Hearing Aid to Continue (ATC), Fair Hearing Default and Withdrawal Processing, Fair Hearing Resolution Processing, and the Advocate Inquiry Mailbox Units. The Aid to Continue unit is responsible for ensuring benefits remain unchanged until the issuance of a fair hearing decision.

The Resolution unit is responsible for processing resolution actions initiated during evidence packet review and/or preparation at the CPRU and SEPU. It is also responsible for processing case actions on IREA cases sent to the automated Pre-Hearing Disposition (PHD) process.

Under the direct supervision of the Fair Hearing Process Examiner, with limited latitude for independent activity and judgment, the Group Clerk performs assigned clerical duties necessary to facilitate the efficient functioning of the Fair Hearing Unit such as filing and answering telephones.

CLERICAL ASSOCIATE - 10251

The Group Clerk will:

  • Utilize various systems such as NYCWAY to enter action codes for tracking of fair hearing activity, WMS to data enter various actions initiated by the Fair Hearing Specialists, FHIS to inform state of actions taken to comply with ATC directives, and FHEMS to indicate actions taken in the resolution of fair hearing issues.
  • Batch documents by category for data entry into system. Ensure Application Registration of cases is completed to facilitate case re-openings.
  • Ensure documentation is scanned and indexed into the appropriate document type within the HRA viewer as part of the agency files and Fair Hearing packet.
  • Ensure that reports are retrieved from the Depcon system and distributed to unit supervisors for initiation of appropriate actions. Review office systems such as NYCWAY, FHIS, ACCIS, and FHEMS for accuracy of data and intervention.
  • Pull worklist containing ATC directives to prepare case records by printing and placing into folders appropriate WMS, NYCWAY and FHIS screens. Provide Assistant Program Manager with worklist and case files for distribution to unit supervisors.
  • Prepare report of daily Cash and SNAP benefits issued through the Aid to Continue and Resolution process.
Minimum Qualifications

Qualification Requirements

  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.

Skills Requirement

  • Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
