NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF’s Tax Audit and Enforcement Division is charged with the audit of all business and excise taxes administered by New York City. The division conducts audits related to corporate, personal, sales, and use taxes. City tax auditors conduct audits of selected audit candidates with a goal of determining the appropriate tax liability of each taxpayer and applying NYC rules and laws in accordance with the City’s policies and procedures.

The Office of Tax Audit is charged with the audit of all business and excise taxes administered by the City of New York. Tax Audit conducts audits of general corporation tax, business corporation tax, commercial rent tax, unincorporated business tax, hotel tax, utility tax, real property transfer tax, and bank tax. Tax Audit also conducts NYC personal income tax and sales and use tax audits within New York City.

Tax auditors conduct audits of selected candidates in the various administered taxes, with a goal of determining the appropriate tax liability of each taxpayer. The Office of Tax Audit includes the Field Unit, which conducts audits in the field, and the Non-field Unit, which conducts correspondence audits.

The Deputy Commissioner of Tax Audit is seeking two (2) Tax Audit Interns. Reporting to the Tax Audit Property Manager, duties and responsibilities include but are not limited to the following:

  • Assisting senior audit staff with tax audits, compliance reviews, and enforcement-related projects across City tax programs.
  • Supporting tax controversy and audit defense matters, including research, documentation review, and audit issue tracking.
  • Assisting in the development and maintenance of audit reports, audit workflows, and compliance tracking tools based on business and enforcement requirements.
  • Supporting audit operations within the Business Tax System (BTCS) and other Microsoft-based platforms used in tax audit and enforcement functions.
  • Assisting with the preparation of audit documentation, work papers, and technical materials to support audit findings and enforcement actions.
  • Scanning, indexing, and posting audit and enforcement records in accordance with DOF recordkeeping standards.
  • Supporting the DC Office with special audit, compliance, and enforcement projects as assigned.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

Minimum Qualifications

As of June of the Program year the prospective intern must be a student matriculated in a college or be a recent college graduate (winter/spring term of the Program year).

NOTE:

Appointment to this title is only valid for the duration of the Program, June - August each year.

Preferred Skills
  • Demonstrated interest in tax audit, tax compliance, enforcement, or tax policy.
  • Strong analytical and research skills, with attention to detail and accuracy.
  • Experience with Microsoft Office.
  • Understanding of Microsoft App Model, Office 365, and Azure is a plus.
  • Strong interpersonal and teamwork skills, with the ability to communicate effectively with audit staff and other stakeholders.
  • Ability to prioritize and organize work assignments in a deadline‑driven audit environment.
  • Professional demeanor and strong customer service skills when interacting with internal and external parties.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
