Position DescriptionThe Contracting Services Department is seeking a highly skilled and motivated Subcontracts Manager to join our Major Subcontracts Non-Commercial team. In this pivotal role, you will serve as the primary point of contact for the Advanced Technology & ISR & Tactical Systems Divisions, providing expert guidance and leadership on all subcontracting matters. You will be responsible for managing and overseeing major subcontracts, ensuring compliance, optimizing performance, and supporting the Advanced Technology & ISR & Tactical Systems Divisions and Contracting Services Department's strategic objectives.
This is an excellent opportunity for an experienced professional to drive the success of complex and high-value subcontracts in a dynamic and innovative environment.
Key responsibilities will include soliciting and analyzing quotations, developing Statements of Work (SOW), negotiating terms and conditions related to purchase, payment, and pricing, as well as a thorough knowledge of patent and data rights clauses. The ideal candidate will demonstrate the ability to collaborate effectively with internal stakeholders and subcontractors to resolve complex issues and ensure project success. We are seeking a candidate who exhibits strong leadership and teamwork skills, with the ability to foster positive, professional relationships to successfully complete work assignments and drive results.
Minimum Qualifications- Minimum of 10 years government subcontracts experience;
DoW contracts/subcontracts experience a plus - Leadership attributes, collaborative, and abundant soft skills
- MBA or BS with equivalent combination of education and experience
- Professional certification in Purchasing or Government Contracting is preferred
- Experience in evaluating, negotiating, pricing and administrating complex/high dollar cost reimbursement, fixed price, and incentive subcontracts desired
- Proficiency in Microsoft Office, Excel, Word and Power Point
- Demonstrated experience with an ERP purchasing system – SAP experience preferred
- Strong verbal and written communication skills
- Excellent analytical and decision-making skills
- Ability to obtain and maintain a government security clearance
- The ideal candidate will have a minimum of ten (10) years of extensive government contract/subcontract management experience, with a deep understanding of FAR/DFARS regulations, mandatory flow down clauses, Cost Accounting Standards (CAS), procurement integrity requirements, and contract law. The candidate should have a proven track record in all aspects of contract formation and subcontract administration, including cost and price analysis, negotiation, acquisition planning, supplier relationship management, and project management.
Hiring Range: $119,200 - $158,000
