Summary

Performs supervisory, technical, and administrative work related to the maintenance, upgrade, preparation, and appearance of Town‑owned land and trees, including parks, school grounds, recreation areas, conservation lands, historical sites, town cemetery system, and other open spaces. Assists the Recreation Director with oversight and evaluation of Pine Meadow Golf Course maintenance operations and performs all other related work as required.

Essential Functions
  • Plan, direct, evaluate, and supervise the Park, Forestry, and Cemetery divisions, manage maintenance, upgrade, and appearance of Town‑owned lands, cemetery building and grounds, recreational facilities (sports fields, park play areas, golf courses), traffic islands, town events, tree care, pest management, records, staffing, and equipment.
  • Manage and monitor the annual divisional operating budget and capital improvement plan.
  • Administer policy and enforce department and Town rules, regulations, work methods, and procedures.
  • Recommend pricing for burial plots and assist in drafting ordinances related to cemetery matters.
  • Review plans for street construction, subdivision development, beautification, and landscape construction projects on Town‑owned land.
  • Coordinate Arbor Day Celebrations with environmental groups and school programs.
  • Interact with the public, responding to requests, policy inquiries, and horticultural concerns; provide information, assistance, and services to citizens and funeral directors for internment of the deceased.
  • Meet with other DPW division heads and personnel on various issues related to construction, day‑to‑day operations, and labor/equipment sharing. Plan and coordinate activities with other department heads concerning capital improvements and operational functions.
  • Provide technical assistance to committees and organizations; attend Recreation Committee meetings, report status of facility conditions, and suggest improvements.
  • Prepare records and reports including project‑time reports, cost analysis records, inquiries, and the annual Town Report submission.
  • Work with builders and contractors to ensure completion of correct paperwork for permitting and tree protection.
  • Administer the Town Tree Bylaw.
  • Assign public requests to contractors or work orders for staff or other divisions to complete.
  • Work with Boards and Committees to achieve collective agreement and all goals.
  • Inspect athletic fields for playability, hazards, and overall conditions for the recreation department. Ensure town pools are properly maintained.
  • Meet weekly with Recreation to discuss fields, playgrounds, pools, basketball and tennis courts; create work orders for current and future capital projects.
Secondary Responsibilities
  • Request funds from Trustees of Public Trusts for Parks, Forestry, and Town Cemetery special projects.
  • Serve on various employee and/or other committees as assigned.
  • Be on the on‑call rotation list for after‑hour calls and maintain on‑call status for all weather‑related emergencies.
  • Assist route checkers and other DPW personnel in snow removal operations.
  • Coordinate deployment of crews for hazard removal during hurricane and storm emergencies; provide after‑hour on‑call response.
  • Work with internal and external groups to develop open space and tree master plans/policies; communicate developments with residents.
  • Research and write grant proposals.
  • Maintain current knowledge through participation in professional organizations and workshops.
  • Perform other similar or related duties as required or as situations dictate.
Supervision

Scope: Performs varied and responsible functions requiring a working knowledge of departmental operations and the exercise of judgment and initiative. Requires the ability to plan and perform operations and to complete assigned tasks according to a prescribed schedule.

Received: Works under general supervision of the Public Works Director, following department rules, regulations, and policies. Refers all questionable cases to supervisor.
