The Kentucky Department of Corrections (DOC) mission is to protect the citizens of the Commonwealth of Kentucky and to provide a safe, secure, and humane environment for staff and offenders. The DOC offers opportunities for offenders to acquire skills that facilitate non-criminal behavior. We are seeking a Human Resource Specialist Institutional to provide liaison services between institutional management and the agency personnel office, supporting multiple human resource programs, applicable statuses, and regulations.
Key Responsibilities- Provides technical assistance to all levels of institutional management in areas such as classification, compensation, recruiting, benefits, disciplinary actions, layoffs, and grievance procedures in accordance with personnel laws and rules.
- Consults with agency central personnel and payroll offices to obtain and relay information on personnel Coupon matters.
- Advise, counsel, and communicate with onsite staff.
- Plans, prepares, and submits documentation for personnel and position actions requests for the facility to the agency and central office.
- Arranges interviews for applicants and communicates with them concerning employment procedures.
- Reviews and evaluates requests for personnel and position actions and makes recommendations concerning such actions.
- Coordinates transfers, promotions, or other personnel actions with human resource staff at other adult institutions and the central office.
- Planners, coordinates, and performs orientation and exit interviews.
- Prepares reports for budget, turnover, recruitment, workers compensation, and Equal Employment Opportunity (EEO)

- Supervises the grievance procedure and conducts disciplinary hearings.
- Assists with professional development and training as needed.
- Education:
Graduate of a college or university with a bachelor's degree. - Experience, training, or skills:
Two years of professional experience in human resource administration. - Substitute education for experience:
None. - Substitute experience for education:
Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis. - Special requirements:
None.
Incumbents working in this job title perform duties in an office setting. Minimal travel may be required.
Probationary PeriodThis job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
