Office of Fiscal and Monitoring Services (OFMS)

The Office of Fiscal and Monitoring Services (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all the Agency’s budget activities. This includes the biennial budget process, annual budget implementation, and projecting federal budget estimates. It also manages revenue, disbursements, financial obligations, performs daily federal cash draws, reconciles, and reports on federal grant status. You Will Do

The Senior Financial Manager serves as Chief of the Bureau of Fiscal Planning and Operations and works closely with the Chief Fiscal Officer (CFO) and Assistant Chief Fiscal Officer (ACFO) in OFMS. This position helps define the agency’s fiscal goals and objectives.

Key Responsibilities
  • Develop the agency’s strategic budget plan and lead the analysis that supports it.
  • Supervise Financial Managers and Bureau staff involved in budget development.
  • Review and approve all budget projections and edit narrative materials for the budget submission.
  • Draft and review appropriation language as needed.
  • Coordinate with Administrative Knowledge System leadership on the development and review of the budget submission.
  • Serve as the primary liaison with the Office of Budget and Management (OBM) and the Legislative Services Commission (LSC) on all budget‑related issues.
  • Coordinate budget development, implementation, and analysis between ODJFS and other state agencies for federal and state passthrough funding.
  • Recommend changes to support budgetary needs and ensure compliance.
  • Interpret and apply federal and state laws and regulations related to fiscal operations.
  • Implement the enacted budget for the agency and identify and resolve budget concerns.
  • Prepare and review all appropriation‑related Controlling Board requests.
  • Provide technical assistance to executive staff, Deputy Directors, county partners, federal agencies, and advocacy organizations.
  • Monitor state and federal legislation and regulations for potential fiscal impacts.
  • Work with other OFMS bureaus and ODJFS offices to gather and review data needed for federal and state financial and statistical reporting.
  • Serve as a primary point of contact for fiscal matters within ODJFS.
Required Skills
  • Extensive experience in public finance, budget development and implementation, cost allocation, and overall fiscal management.
  • Ability to plan, develop, and carry out large‑scale fiscal analyses and projects.
  • Understanding of both program and fiscal processes.
  • Managing expectations across multiple stakeholders.
Potential Challenges

This role requires flexibility and responsiveness to the changing needs of ODJFS senior leadership and OFMS leadership. The ideal candidate can produce detailed fiscal analysis under tight deadlines, manage multiple projects at once, and remain effective in high‑pressure situations through strong prioritization.

Schedule

Full‑time.

Hours

Workdays are Monday through Friday, from 7:00 a.m. to 6:00 p.m.

Travel

Occasional travel within the state of Ohio.

Minimum Qualification Options
  • Option 1:
    Completion of graduate core program in public or business administration, accounting, finance or related field and 30 months experience or 30 months training in financial administration and 12 months experience or 12 months training in supervisory principles & techniques.
  • Option 2:
    Completion of undergraduate core program in public or business administration, accounting, finance or related field and 42 months experience or 42 months training in financial administration and 12 months experience or 12 months training in supervisory principles & techniques.
  • Option 3: 66 months experience or 66 months training in financial administration and 12 months experience or 12 months training in supervisory principles & techniques.
  • Option 4: 12 months experience as Financial Manager, 66586.
  • Option 5:
    Equivalent of Minimum Class Qualifications for Employment noted above.

NOTE:

Successful completion of the Fiscal Academy may be substituted for 4 months of required…
