- This position is not eligible for overtime (exempt); however, the city has a compensatory time leave program for employees that grants leave time for hours worked in excess of 40 hours.

GENERAL DESCRIPTIONThe purpose of this classification is to provide management and oversight within the Division of Accounting and guidance to other divisions while adhering to applicable reporting guidelines and laws.
MINIMUM REQUIREMENTS- Bachelor s Degree in Accounting or Finance (Master s Degree preferred)
- Eight years of public-sector financial management or related experience
- Additional years of related education may substitute for years of related experience
- Additional years of related experience may substitute for years of education
- Manages and leads the Division of Accounting, including personnel and operations
- Implements standards of and ensures compliance with GASB, GAAS, GAGAS, Uniform Guidance and any other applicable federal, state, and local financial requirements
- Establishes fiscal policies, procedures and finance system standards, leads modernization initiatives and system design/enhancements
- Designs, implements and evaluates internal control frameworks, ensures compliance with laws, regulations and standards and agency financial integrity statutes
- Maintain integrated accounting systems, ensure timely monthly/annual reports and statutory filings, certify fund availability and fiscal control
- Compiles the Annual Comprehensive Financial report, publishes audited financial reports, coordinates external audits, and implements continuous improvement across finance functions
- Produces financial reports and analysis for the division, administration, and Council
- Oversees, supervises, and evaluates the operations of accounts payable, payroll, general, and grants accounting, fixed and leased assets accounting
- Reconciles various cash accounts, inter-fund balances and audit calculations performed at divisional levels
- Recruits, develops, mentors staff, fosters customer service, and presents complex financial information in public settings and work sessions
- Performs related work as assigned
